A follow-on production contract or transaction may be awarded to participants awarded an OTA and successfully complete a prototype project under this Special Topic. As such, the Government is particularly interested in White Papers from contractors classified as non-traditional in accordance with the following FAR definition: entities that are not currently performing and have not performed any contract or subcontract for DOD that is subject to full coverage under the cost accounting standards prescribed pursuant to 31 U.S.C. 1502 and the regulations implementing such section, for at least the 1-year preceding the release of this Special Notice. PROJECT DESCRIPTION Background Network Aided Position Navigation and Timing (NA_PNT) Prototype(s) AAL is interested in Network Aided Position Navigation and Timing solutions & associated technologies that will enable U.S. Army Soldiers operating in dismounted operations to continue to obtain and maintain position navigation and timing while not relying on standard GPS (denied or low RF environments). Dismounted operations include operating without immediate access to vehicle support, devices carried by a Soldier should be small, lightweight, and capable of operating with low power consumption in accordance with the Performance Requirements Capabilities listed below. Proposed Network Aided PNT solutions must meet the following Performance Requirements for NA_PNT Capabilities: *Complete component solutions that do not exceed 6.5 in x 3.5 in x 1.4 in (Approximate size of the Defense Advanced GPS Receiver (DAGR); do not exceed 3lbs with batteries, and do not exceed 5W (average) and peak of 10W power consumption may be submitted. The intent of this special topic is to develop Network Aided devices, including component, sub-component, and associated technologies, to allow dismounted Soldiers to continue to operate without utilizing standard GPS signals. AAL is interested in the following, non-exhaustive, list of Network Aided PNT solutions, though submitters may submit proposed NA-PNT solutions that do not meet the following: - Enhancements to commercial technologies to reduce size, weight, and power consumption of Network Aided PNT devices and components. - Options that improve performance and efficiency through software development. - Enhancements to commercial technologies to minimize the use of network to perform localization. - Technologies that leverage existing commercial or military waveforms to perform localization. - Technologies shall minimize the need for infrastructure (ex: cell towers) and primary rely on other similar node(s) with in the network (mesh vs. hub spoke). - Technologies shall be limited to low SWaP designs/application (dismounted, cell phone, etc.) "" Research Themes Proposals invited under this Special Topic should relate to one or more of the following themes. Technologies to reduce size weight and power consumption of Network Aided PNT solutions. Inline solutions. Software enhancements Scope of the Call This Special Notice invites white papers on the topic of Network Aided Position Navigation and Timing solutions for dismounted Soldiers, as part of the AAL BAA Disruptive Applications, Assured Position, Navigation and Timing (APNT). From the white papers submitted, a limited number of submitters will be selected to submit a full proposal. Only those most highly rated White Papers will be invited for full proposal submission.
