Description
This Pre-solicitation Notice is issued in advance of a Request for Proposal (RFP) for Full and Open Competition. Any questions or suggested changes to the DRAFT RFP / PWS are due no later than 28 October 2021 at 11:00 A.M. ET and email to Bernard.fordham@gsa.gov. Please include the following in the subject line of the email: Pre- solicitation Question(s) 47QFSA22R0001, and add contractor�s name. The NAICS code applicable to this solicitation is 561320 Temporary Help Services and the Size Standards in millions of dollars is $30.0. General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) will issue a request for proposal posted on the SAM.GOV website. The approximate Request for Proposal (RFP) issue date is 22 November 2021 with an approximate response date of 13 December 2021. GSA plans to procure inspectors to support import permit inspection tasks in support the Coronavirus Disease (COVID) Response on behalf of Centers for Disease Control and Prevention (CDC). The basis of award will be a competitive Best Value/Tradeoff Source Selection. Tradeoffs will be made between Technical Capability, Staffing Approach, Past Performance and Cost/Price. �All evaluation factors, other than price, are considered equal. In using the best value approach, the Government seeks to award to the offeror who give the greatest confidence that it will best meet or exceed the requirements affordably in a way that will be advantageous to the Government. GSA FAS contemplates a single award contract using Firm Fixed Price (FFP) for Labor and Cost Reimbursable No Fee (CRNF) for Travel. Proposed length is a 1 -year base period and 1 (one) 12-month option, and one six-month option to extend services. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the System for Award Management (SAM) https://www.sam.gov. Estimated Ordering Periods: Base Year:�������������� 01/10/2022 � 01/09/2023 Option Year 1:�������� 01/10/2023 � 01/09/2024 6 Month Extension: 01/10/2024 � 06/09/2024 *final/actual PoP dates will be determined upon award of contract/order.
