- The Defense Health Agency (DHA)�intends to�extend sole source contract HT0011-19-C-0007, performed by Booz Allen Hamilton, Inc., (BAH) for�3 months of service providing�professional, administrative and management, and general management consulting for the following programs within the Warrior Care office: Disability Evaluation System (DES), Special Compensation for Assistance with Activities of Daily Living (SCAADL), Communications and Outreach, and the United States/United Kingdom Task Force. Professional, administrative and management, and general management consulting services include: Strategic Planning and Policy Development, Review and Integration Warrior care surveys and survey reports DES Customer and Stakeholder Satisfaction Survey Report Annual Compensation and Benefits Handbook Quarterly reviews�of the DES IT Enterprise/Data Architecture and delivery of operational and system architecture products, data dictionary and logical data models. Analysis of Disability Evaluation System IT Requirements using a Business Requirements document. Updates to the DES Data Management Strategy and DES IT Business Case Analysis of Integrated Disability Evaluation System (iDES) Information Management Reports. Data delivery and analysis of all data points relevant to all facets of the DES.� Warrior care training to include: DES IT training, DES Process training, DES Adjudicator Course, and VA Schedule for Rating Disabilities Training. Assistance to development of monthly SCAADL Information Management Report. Facilitated quality assurance visits (DES Site Visits) as required with Medical and Physical Evaluation Board stakeholders. Support to operational oversight of DES policy and programs. DES Quality Assurance Program to provide for accurate and consistent disability determinations for wounded, ill, and injured Service members across the Military Departments in accordance with DOD policies. Support to development of yearly report to Congress The agency requires continuation of these services�while it awaits a General Accounting Office decision concerning protest of the source selection for the award intended to replace the services under this notice.�As the incumbent performer, only BAH possesses the operational infrastructure and knowledge required for uninterrupted performance of these services on short notice. The determination�to award the�intended sole source contract action is solely within the discretion of the Government. All responsible�concerns�may submit a capability statement addressing the services under this notice, but are advised that the agency is required, first, to use an existing contract for continuation of services during pendancy of an award under protest. The Government will not be responsible for any costs incurred by responding to this notice. A copy of a Justification and Approval will be posted no later than 14 days after extension of the contract.
