Description
Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with Circle Cardiovascular Imaging INC. (DUNS: 248028578) for a Firm Fixed-Price (FFP) utilizing FAR Part 13 Simplified Acquisition Procedures. The purpose for this FFP contract is to provide an efficient procurement vehicle for continued use of the CVI42 software that conducts the analysis of cardiovascular MR and CT images for the Cardiovascular Imaging Department of the Washington D.C. VA Medical Center. The FFP contract will be a base contract year and with 4 option years available. The upgrade shall include a subscription renewal for the CVI42 software. The NAICS code for this contract action is 511210, Software Publishers (SBA Size Standard: $41.5 million). The Product Service Code for this action is 7H20, IT and Telecom - Platform Products: Database, Mainframe, Middleware (HW, Perpetual License Software). The required software subscription renewal is unique to the facilities existing server and is interfaced with multiple imaging devices, as well as image and analysis systems. The renewal can only be performed by Circle Cardiovascular Imaging due to confidential, proprietary information of Circle Cardiovascular Imaging software. The Department of Veterans Affairs believes that awarding the proposed contract to another source would require replacing currently imaging equipment, as well as storage and analysis systems and result in unacceptable delays in meeting this legal obligation, as well as substantial additional costs to the government, as the new source gradually developed the skills needed to meet Department of Veterans Affairs' requirements. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement no later than November 12, 2021 at 12:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24521Q0496 Notice of Intent. If after November 12, 2021, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Circle Cardiovascular Imaging. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Johao Stewart by email at johao.stewart@va.gov. The capability documentation should include general information and specific technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service support for Circle Cardiovascular Imaging, as well as an authorized distributor letter from Circle Cardiovascular Imaging should be submitted if you are not the manufacturer.
