- The Veterans Health Administration (VHA), Network Contracting Office (NCO) 21, is issuing a Pre-Solicitation Notice for Request for Proposal (RFP) 36C26121R0096 to award a single, firm-fixed price contract for Project Number 570-CSI-416, Design-Build Interventional Imaging Surgical Suite in Building 1, at the Department of Veterans Affairs Central California Healthcare System (VACCHCS), Fresno campus, located at 2615 E. Clinton Ave., Fresno, CA 93703-2286. The awarded General Contractor shall provide all materials, labor, tools, equipment, transportation, contractor quality control (CQC), supervision, project management, engineering services, administrative support, and specialized expertise to design and upgrade/expand the Fresno VA Medical Center operating room # four (4) with the acquired GE ALLIA IGS740 Imaging unit, Maquet Magnus Surgical Table, and light/monitor Booms. The awarded contractor shall provide all necessary/required professional engineering services to include, but not limited to: Investigation / evaluation / design services, tools, equipment, materials, labor, travel, expertise, supervision, testing, analysis, and specialty services to accomplish all items and requirements outlined in the Statement of Work. The awarded contractor shall prepare the Schematic Design, Design Development Drawings, Construction Documents, Specifications, Calculations, Cost Estimates, As-Built Drawings, and all other necessary documentation for all disciplines as required for area preparation, installation/construction of the supplied GE ALLIA IGS740 Single Plane Interventional Imaging Unit and the Maquet Magnus Operating Table System in the Operating Room #4. The magnitude of construction cost for this project is between $2,000,000.00 and $5,000,000.00 with a completion period of 300 calendar days after receipt of notice to proceed (NTP). The applicable North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5 Million. Offerors must be a General Construction company with an approved NAICS Code 236220. All Offerors must ensure that their firm has the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee (SF-24) with their proposal. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a RFP conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation and FAR Subpart 36.3, Two-Phase Design-Build Selection Procedures. NOTICE TO PRIME (GENERAL) CONTRACTORS: (1) In accordance with (IAW) FAR Subpart 4.11, System for Award Management (SAM), the Offeror must be registered in the SAM database at sam.gov at the time a proposal is submitted and prior to award. (2) This project is being solicited as Unrestricted. SOLICITATION and AMENDMENTS: When available, the solicitation, and accompanying documentation, will be posted on the Governmentwide Point of Entry (GPE), SAM.gov. Amendments to the solicitation will also be posted on the GPE. All parties must obtain solicitation documents and amendments to the solicitation through SAM.gov. Hard copies will not be mailed. The Offerors must be registered in SAM.gov and have a Data Universal Numbering System (DUNS) Number, to download documents. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the responsibility of all Offerors to frequently check the website for all notices, amendment, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the Offeror regarding the solicitation. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation. Solicitation is anticipated to be issued on or after 25 October 2021.
