Description
Defense Logistics Agency (DLA) Aviation is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies, besides Pratt & Whitney (P&W), are capable of providing outcome-based and performance-based material, technical, and forecasting support for P&W�s entire Bill of Material (BOM) of the TF33 aircraft engine via a Supplier Initiated Order (SIO) approach. �A SIO approach fosters a collaborate effort between DLA and a Contractor to share consumption and inventory data, plan inventory levels, facilitate just-in-time deliveries, and set metric goals to achieve maximum performance levels to improve warfighter support. � The entire BOM consists of 9,594 National Stock Numbers (NSNs) which are a composition of Depot Level Reparable (DLR) and consumable items, inclusive of 1,510 sole source items. The Government does not have complete, unrestricted data packages available for sole source items.� Attachment 1 represents the entire BOM; Tab 1 includes 8,084 competitive and non-P&W sole source items and Tab 2 includes 1,510 P&W sole source items. � DLA Aviation intends to award the entire scope of this requirement to P&W, the Original Equipment Manufacturer (OEM), as a subsumable contract under its Umbrella Joint Opportunity Contract (JOC) with DLA Aviation, SPE4AX-22-D-0001.� �The scope includes procuring the P&W sole source parts and forecasting for the entire BOM. The required performance-based holistic support for the entire BOM will be paramount to this effort so that DLA can assist the USAF in meeting or exceeding its War Readiness Engine (WRE) allocation requirements, increasing Material Availability (MA) and Order Response Time (ORT) and reducing backorders. In order to meet these performance-based objectives, the contractor must have the ability to (1) increase TF 33 aircraft engine availability through ordering, guiding, and monitoring consumables and DLRs, (2) reduce backorders, (3) accelerate USAF (OC-ALC) repair turnaround time and increase engine �time on wing�, and (4) enhance USAF and DLA supply chain management activities for consumables and DLRs. � THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. �IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� �RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. �NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� �ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. QUESTIONS FOR RESPONSES: The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted.� Any responses to this Sources Sought should include responses to the following: It is determined that the Government is unable to provide technical data relating to the sole source parts. Is your company able to provide this technical data to the Government?� If yes, please describe in detail how? � Describe your experience executing performance-based �programs. � Are you qualified to manufacture and/or repair any of the components listed in this announcement? If so, by whom are you qualified and for what components? � What testing facilities and experience do you possess for the previously stated components? � Is your interest in this effort as a prime or sub-contractor? � Describe your facilities, transportation, manufacturing, and manpower capabilities and capacity and inventory management relating to the scope of this �project. � How much transition time would your company require to perform on this �contract? � What quality control measures do you currently have in place (ISO 9000, 9001, AS9100, NADCAP (National Aerospace and Defense Contractors Accreditation Program)? � Describe your experience with Government Source Inspection, Hardness Critical Items, and other standards. � How many employees are in your company? � What is your company�s annual revenue? � Are you currently registered in the System for Award Management and Wide Area Workflow? � What suggestions, if any, do you have for this Performance Based contract? � Describe your experience in collaborating with Government depots.
