Description

SOLE SOURCE USDA has 26 100100V machines in Hawaii and is looking to add two (2) new 100100V machines at the Kailua-Kona, Hawaii, Airport. All USDA PPQ Inspectors are trained on these machines and can work at any station as all stations have the same machines. The Port of Kona has at least 35 inspectors ranging in pay grade from GS-3 to GS-12 that are trained to use these Smiths Detection Heimann machines. Any re-training on new scan ray equipment would not be feasible for both budgeting and staffing reasons. USDA PPQ ships scan ray machines between islands in the State of Hawaii for use in other port environments. It is critical that the inspectors on all islands are able to operate and effectively identify agriculture contraband items on machines that they are trained on. SMITH Detection is the only vendor that is on the Island, that can meet the needs of service and maintaining this machine within 24 hours. All questions come through the Contracting Officer: Todd K.
