- U.S. Department of Health and Human Services� (HHS), Office of Planning, Research, and Evaluation (OPRE) has a requirement for Child Welfare Intergenerational Poverty Study.--The Committee directs $1,000,000 for the Secretary to enter into an agreement with the National Academy of Sciences to provide an evidence-based analysis of and recommendations for policies and programs to reduce intergenerational poverty and improve child welfare. This study should include, but not be limited to: the correlates and causes of the perpetuation of poverty from childhood into adulthood; the racial disparities and structural factors that contribute to this cycle; the effects of major assistance, intervention, and education programs on intergenerational poverty; identify policies and programs that have the potential to significantly reduce the effects of intergenerational poverty; and identify key, high-priority gaps in the research needed to help develop effective policies for reducing intergenerational poverty in the United States.
