- Description
- The Naval Sea Systems Command (NAVSEA) intends to issue a sole source Request for Proposal (RFP) for a five-year (5) Indefinite Delivery Indefinite Quantity (IDIQ) type contract to Sparton DeLeon Springs, LLC (Sparton), 5612 Johnson Lake Rd, De Leon Springs, FL 32130, for the procurement of the Sparton Hammerhead deployment canisters in support of the Submarine-Launched Unmanned Aerial System (SLUAS) Program and the PMS 425 Program Office. These units will be used on various Navy submarine platforms during the SLUAS Middle Tier Acquisition (MTA) program execution and in any post-MTA SLUAS acquisition(s) until approximately April 2027. � Tactical Temporary alterations (TEMPALTs) of the SLUAS system integrating the Sparton Hammerhead canister, P/N 130-9105-002, have been approved and further efforts to convert the TEMPALT into a permanent Ship Alteration (SHIPALT) are underway.� In order to meet FY22-FY27 TEMPALT and SHIPALT installation requirements, the US Navy intends to procure up to 250 Sparton Hammerhead canisters. The ordering period of the planned IDIQ contract is projected to begin in April 2022 and end in March 2027, with deliveries beginning as early as October 2022. Sparton is the only known responsible source based on extensive market research that possesses the facilities, tooling, equipment, manufacturing expertise, and technical expertise to provide the required Hammerhead canisters within the Government�s required delivery and ordering periods. The Sparton Hammerhead canister has already been developed, tested, and demonstrated successful integration with the rest of the SLUAS components and subsystems. Consequently, the Navy intends to award a sole source contract to Sparton pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. It is important to note that one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. For subcontracting opportunities, interested parties shall contact Sparton directly.
