Description

The Office of Personnel Management (OPM) intends to negotiate on a sole source basis a Firm Fixed Price Purchase Order with InRule Technologies Inc. located at 651 W WASHINGTON BLVD STE 500, Chicago, Illinois 60661-2139, Cage Code 69Y35 for Subscription License Renewal of InRule irAuthor, irSDK, irCatalog, irServer maintenance and support currently used by OPM.� The estimated Period of Performance (PoP) is for approximately sixty (60) months.� The subscription license renewal is proprietary to InRule Technologies Inc., and they are the sole manufacturer and source of renewal for this subscription license maintenance and service. The proposed contract action is for the subscription licensing renewal in which the Government intends to solicit and negotiate from a single source, In Accordance With (IAW) 41 U.S.C. 1901, as implemented by FAR 13.5.� The Government intends to make an award by September 22, 2021. The North American Industry Classification System (NAICS) code for this acquisition is 541512.� THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government does not intend to pay for information received. �A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. �If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within 3 days of this publication.� Interested firms must indicate whether they are large, small, any socio-economic classification, and whether they are U.S. or foreign owned.� All submissions in response to this notice must be submitted electronically via email to: kevin.fralish@opm.gov. �Verification of receipt of electronic transmission is the sole responsibility of the contractor.� Telephone calls regarding this matter will be not be accepted nor returned.
