- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� In agreement with the NINDS mission, the NINDS EEG Section contributes diagnostic information and research as it explores the physiologic, anatomic, behavioral, and therapeutic components of epilepsy and other metabolic, genetic and neurologic conditions.� In addition, the NINDS EEG Section provides diagnostic resources to support medical care and research activities in the NIH Clinical Center. The existing Nihon Kohden MEE-1000A Evoked Potential system is End-of-Life(EOL). NINDS IT was able to provide an EOL waiver.� On the EOL waiver, the PC can only access secure NINDS resources, but does not access the NIH network. The waiver is temporary; we have been asked to replace the system as soon as possible, due to the potential IT security issues associated with running a system that cannot receive critical monthly Windows updates.� There are several active NIH protocols for which the NINDS EEG Section provides clinical evoked potential testing, as specified in the protocols.� The NINDS EEG Section also provides clinical evoked potential testing services for NIH Clinical Center patients, on an as-needed basis.� The Nihon Kohden replacement system, the MEE-2000, is the only system that will provide the same technical specifications, recording hardware and software, to maintain continuity in evoked potential data collection for these NIH protocols.� The only way to maintain continuity in all of these modalities, is to directly replace the EOL NK MEE-1000A system with the NK MEE-2000 system. Purpose and Objectives: The purpose of this acquisition is to replace an end-of-life (EOL) Nihon Kohden evoked potential (EP) recording system with a new Nihon Kohden EP recording system which meets NIH IT security requirements.� The current system, the MEE-1000A, is considered end-of-life (EOL) by NIH and NINDS IT, due to the PC running a Windows 7 operating system. The PC cannot be upgraded on the MEE-1000A, as it is considered EOL by Nihon Kohden; the system is no longer manufactured or supported by them.� This is why the MEE-1000A system needs to be fully replaced and cannot be simply upgraded to include a newer Windows PC.� The new system, the MEE-2000, is the only comparable system currently sold by Nihon Kohden for performing clinical evoked potential recordings.� The Nihon Kohden MEE-2000 system will serve as the sole system for recording clinical evoked potentials for the NINDS EEG Section, which provides EEG, Evoked Potential and IOM testing services for the entire NIH Clnical Center. Project requirements: The Contractor shall provide the NINDS EEG Section with one (1) Nihon Kohden MEE-2000 system, hardware and software components as follows: MEE-2000 system � including Dell PC, NeuroWorkbench Database software, review software, main unit and power unit, 100 base T NIC. Microsoft Windows OS, 24� Dell wide screen monitor, keyboard, mouse, unlimited remote monitoring, technical support 24/7, Powevar 3.0 Amp.� 16 channel MEE-2000 amplifier Mini input box � 16 inputs plus ground 8 high stimulation outputs, 2 low stim outputs (A-pod) NK installation/configuration for single MEE-2000 unit Anticipated period of performance: The Contractor shall deliver the equipment within 60 days after receipt of order. Delivery must be FOB destination. The equipment shall be delivered inside during normal working hours (from 8:00 AM to 5:00 PM local prevailing time, Monday through Friday). The place of performance shall be the National Institutes of Health, NINDS, EEG Section, 10 Center Drive, Building 10CRC, Room 7-5680, Bethesda, MD 20892. Other important considerations: None Capability statement /information sought: Respondents must provide, as part of their responses, a capability statement that includes information regarding respondents, (a) current in-house capability and capacity to perform the work; (b) prior completed projects of similar nature; (c) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted. The response must be submitted to Eric McKay, Contracting Officer at eric.mckay@nih.gov. The response must be received on or before September 6, 2021, 4:00 pm, Eastern Time. �Disclaimer and Important Notes:� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
