Description
This announcement, dated 06 May 2021, is a continuation of the market research conducted in support of the Multi-Engine Training System (METS) aircraft procurement.� This announcement provides two updates: 1.� The following outlines the contemplated top-level schedule for the procurement: ��������������� Draft Solicitation Release, inclusive of Section L&M � September 2021 ��������������� Industry Day & One-on-Ones � early November 2021 ��������������� Final Solicitation Release � mid December 2021 ��������������� Proposal Due Date � mid March 2022 ��������������� System Performance Demonstration � April-May 2022 ��������������� Contract Award Date � November 2022 2.� System Performance Demonstration (SPD):� The Naval Air Systems Command (NAVAIR) is contemplating, as an element of the METS aircraft solicitation, conducting a SPD of the offeror's proposed aircraft solution. The SPD is anticipated to occur shortly after proposal submission and will consist of flight and ground demonstrations. It will be conducted over the course of one-week, during which the contractor will be asked to demonstrate certain performance characteristics from the METS specification. A test matrix will be provided in advance of the SPD. NAVAIR hereby requests industry input regarding the feasibility of conducting a SPD on potential solutions, including: Can industry provide a similar type/model/series aircraft as METS for the SPD? How close is SPD aircraft�s configuration to the potential METS solution? Where configuration deltas exist, please recommend alternatives to assessing the proposed solution (e.g., ground based training systems, part task trainers, surrogate aircraft, etc.). If an aircraft will not be available for the SPD shortly after proposal submission, please recommend alternatives to assessing the proposed solution. Additionally, an updated Performance Based Specification (PBS), which has been refined based on industry comment, is included herein for further comment. �While there are no limits on the length of industry submissions, we value concise, issue-specific responses to the DRAFT PWS with reference to page and section numbers. Responses shall be submitted no later than 4:00 PM Eastern on 08 January 2021. The documents should be read in conjunction with the following notes/questions: 1.�� �At this time, the draft PBS and PWS contemplates �should� statements. �These annotations inform industry of potential desired functionality or performance above the minimum requirements, or desired effort. �The Government may elect to draft its to-be-defined evaluation criteria to address these areas.� 2.�� �The Government is interested in understanding the kinds of hydraulic fluid typically used in the contemplated METS aircraft. �As a result, the Government is requesting industry input regarding the types of hydraulic fluids used in the contemplated aircraft.� The following outlines the contemplated top-level schedule for the procurement: Government FY21 Q4 � Draft Solicitation Release, including Section L&M. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS POSTING IS STRICTLY VOLUNTARY. **************************************************************************** This Sources Sought announcement is a continuation of the Market Research conducted in support of the Multi-Engine Training System (METS) Aircraft Procurement.� Information related to the METS requirements were previously posted under solicitation number N6134019R0118, REQUEST FOR INFORMATION -- MULTI-ENGINE TRAINING AIRCRAFT (META).� This sources sought announcement N0001920R0071, dated 26 May 2020, is specific to METS Aircraft (e.g. excludes Contractor Logistics Services, Ground Based Training, etc.) and is focused on the following:� 1.� Specification for Industry Comment � This notification publicizes a DRAFT Performance Based Specification (PBS), dated 8 May 2020, for Multi Engine Training System Aircraft that reflects NAVAIR's continued refinement of the METS requirements.� To this end, NAVAIR is requesting that industry provide responses identifying potential commercial aircraft solutions that: a. Wholly satisfy the performance criteria. b. Partially satisfy the performance criteria - For aircraft that partially satisfy the requirements, please identify the degree to which the potential solution does not comply or suggest an updated requirement that aligns with the potential solution. 2.� Areas of Interest � In addition to the DRAFT PBS, NAVAIR has identified several areas of interest that may generate updated requirements and is seeking further input regarding the �Areas of Interest,� dated 26 May 2020, identified questions. ���� 3.� Solicit industry interest in providing a remanufactured solution � NAVAIR is interested in further understanding the capacity, feasibility, and industry desire to propose a used, reconditioned, or remanufactured commercial aircraft.� Of particular interest, NAVAIR would appreciate insight into industry�s ability to deliver all aircraft required by the Government as one type/model/series and similar configuration.� The Government�s intended use of the aircraft through 2055 should be taken into consideration in the response.�� While NAVAIR is requesting written responses to the above, NAVAIR is interested in conducting teleconferences with interested prime vendors in regards to the above topics.� Teleconferences should be scheduled through the Procuring Contracting Officer (PCO) and Contract Specialist listed below within two weeks of this announcement.� While there are no limits on the length of industry submissions, we value concise, issue-specific responses with reference to draft Performance Specification requirement, page, and paragraph numbers.� Responses are requested no later than 10 July 2020 at 16:30 Eastern Daylight Time (EDT). Large Files may be delivered via DOD SAFE.� Delivery of DOD SAFE Files should be coordinated with the Contract Specialist, Priscilla Ibanez. Submissions must be compatible with Microsoft Office Professional Plus 2016 or Adobe Acrobat XI readable format.� Proprietary information should be clearly marked. It is the responsibility of respondents to clearly mark submitted information with appropriate restrictive markings. The Government shall not be liable for any proprietary information not properly identified. Any materials submitted in accordance with this Sources Sought which contain information that is marked as proprietary will be protected as proprietary information. No classified documents shall be included in your response. Information submitted in response to the RFI will not be returned and becomes the property of the US Government (except properly marked proprietary information). Data submitted in response to this notice will be distributed and discussed within the Government. Respondents are further advised that the Government�s analysis of your responses will require disclosure of your responses to supporting contractor personnel. US Government support contractors will assist in the review of any data provided by respondents to this Sources Sought. A non-disclosure agreement (NDA) has been signed by the support contractors with the US Government that precludes them from disclosing any data outside of the US Government. Accordingly, respondents are asked to provide concurrence in their submissions that the data submitted may be reviewed by US Government Support Contractors. All information will be handled by US Government and Support Contractor personnel as procurement sensitive information.
