- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B21Q0152 and is issued as a request for quotation (RFQ). The NAICS code is 333111 Farm Machinery and Equipment Manufacturing. This solicitation document incorporates those provision and clauses in effect through Federal Acquisition Circular 2021-06. The USDA-ARS, SEA, CHPRRU, Mississippi State, MS location requires a 3pt, 4-Row, GPS Precision Research Plot Planter. REQUIRED SPECIFICATIONS: Frame Configuration 4-Row precision vacuum planter Category 3, 3pt hitch mounted PTO Vacuum System Flex toolbar with trolley units to manually adjust from 22 to 40 inches. �Spacing of each row unit to be adjusted independently. Hydraulic cylinders are not acceptable Flex Toolbar extension to allow for wider row widths in the field and remove for legal transport. Two contact wheels can be adjusted up and down and side to side Rider Configuration 2 Riders Seat with seatbelt 2-Row Seed Splitter with ability to change to single drop without the use of tools and moving hoses. Seed Packet Holders 3-person noise reducing radio headsets with built-in tone generator to indicate seed drop and for communication between tractor operator and riders on the planter. Row Unit Configuration Spring adjustable down pressure Gauge wheel scrapers Symmetrical closing wheel assembly with Lever Adjust Monosem Stainless Steel precision seed discs for corn, DC2450 preferred Alley wiper air cylinder located on each Seed Meter to stop seed pickup for better alley alignment Aluminum Seed Meter (Monosem preferred) with 3 stage brass singulator Planter Operation Configuration GPS software with ability of unlimited population changes and unlimited random plot length changes (i.e. 10 ft, 17 ft, 31 ft) within the same pass Ability for Rider to see the live GPS path of the tractor and planter on the planter monitor while planting Mobile Demand Windows 10 computer and docking station. Computer preloaded with Global Plot Management software GPS plug-in compatible with RTK or RTX auto guidance system Ability to change planter passes without having to stop and load seed packets Only have two plots loaded, one plot on the seed vacuum plate and second plot staged at the divider funnel. Includes shipping and on site set up and training Any quotes not meeting the minimum specifications will not be considered. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material, and capabilities of the offeror�s equipment.
