- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 140P4321R0001 and is issued as a Request for Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 15, Contracting by Negotiation and FAR Part 37, Service Contracting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 dated July 12, 2021. The FAC and FAR are available at https://www.acquisition.gov/FAR. The Dept. of Labor's Service Contract Labor Standards Wage Determination Number 15-4067 (Rev.-18) dated 07/21/2021 (attached) is applicable to this combined synopsis/solicitation. The North American Standard Industrial Classification System (NAICS) Code is 336611 Ship Building and Repairing, with a U. S. Small Business Administration size standard of 1,250 employees. A current Contractor registration is required on the System for Award Management (SAM) website, SAM.gov | Entity Registrations . Contractor shall supply all labor, equipment, travel, supervision and materials for repair services for the sailing vessel �Friendship of Salem� in order to maintain the vessel�s seaworthiness and possible future certification as a small passenger vessel. Work will be performed at Salem Maritime National Historic Park in Salem, Massachusetts in accordance with the attached Statement of Work. The purpose of this repair is to maintain the vessel in good and seaworthy condition. This will be accomplished by correcting deterioration in several locations, creating a well-sealed vessel that will not have fresh-water leaks, and incorporating changes that will make future maintenance more effective and successful. The awarded contractor shall be responsible for providing all supervision, labor, materials, and equipment required to complete this work in accordance with the Statement of Work (Attachment 0001) and the applicable Service Contract Act (Attachment 0002). Contractors shall complete the Standard Form 1449 and submit quotes electronically to Todd Scola at Todd_Scola@nps.gov. Quotes are due on August 13, 2021 at 3:00PM local prevailing time. Questions shall be submitted via email to todd_scola@nps.gov. NOTE: Amendment(s) to the solicitation answering any questions relative to these documents will be posted at the beta.SAM.gov website where attached documents may be accessed. Additional Attachments: Statement of work (Attachment 0001), DOL SCA WD 15-4067 (Rev.-18) (Attachment 0002), Offer Schedule (Attachment 0003). The period of performance is November 1, 2021 to August 31, 2022. The Government anticipates awarding a Firm Fixed Price contract resulting from this RFP to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the Government based on the Lowest Price Technically Acceptable offer. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.
