SOURCES SOUGHT TECHNICAL DESCRIPTION FOR SERVICES W9124D-21-Q-6454 Fire Department Training The U.S. Army Mission and Installation Contracting Command, Fort Knox, Kentucky is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide onsite training and certification to members of the Fort Knox Fire Department. Training and certification will consist of Rope I/II and Confined Space I/II. Training will begin in September 2021 for twelve students and consist of two courses taught over a 13 day period, Ropes Level 1 (5 days), Ropes Level II (3 days), Confine Space (5 days) classroom hours 0800-1700 hrs. The course must be based on NFPA 1006: Standard for Technical Rescue Professional Qualifications. The course will begin with an introduction to Technical Rescue to include rope rescue techniques. The classroom portion will include a review of equipment, knots and rope safety. Instructional events will include: establishing the need for rope rescue, use and limitation of equipment, safety aspects, anchoring systems, rescue repelling, third man rescue, lowering systems, and any addition aspects of rope rescue.� Course must be based on NFPA 1006: Standard for Technical Rescue Professional Qualifications.� Two Certified Instructors and one proctor that are accredited through Pro Board and/or IFSAC to teach courses that will result in students being eligible to automatically receive Pro Board and/or IFSAC certification upon successful completion of all requirements. PLACE OF PERFORMANCE Location 100 % On-Site Government � � 0 % Off-Site Contractor Fort Knox Fire Department Building 469 Spearhead Ave, Fort Knox, KY� 40121 BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.� We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. All Small Business Set-Aside categories will be considered.� Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. In the event that no qualified business is able to provide the services and training required, a sole source firm fixed price award will be made.� FAR 13.106-1(b) (1):� For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. In response to this sources sought, please provide: 1.� Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination 4.� Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5.� Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6.� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.� Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC POC information from the betaSAM notice.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7. Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the SAT. It dose apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of the dollar value of the award.
