DESCRIPTION: The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) and National Institutes of Health (NIH) is seeking Capability Statements from BOTH Other than Small Business and Small Business organizations with the demonstrated capability of providing service to support the NIDA-IRP Biobehavioral Imaging and Molecular Neuropsychopharmacology Unit with Positron Emission Tomography compound radiosynthesis, the required instruments, supply of animals and housing of animals. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) the availability of capable Small Businesses; HUBZone Small Businesses; Service-Disabled, Veteran-Owned Small Businesses; 8(a) Small Businesses; Veteran-Owned Small Businesses; Woman-Owned Small Businesses; or Small Disadvantaged Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The established NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. The U.S. Small Business Administration establishes a size standard for 334516 as 1,000 employees or less. BACKGROUND: The BioRad XQ200 droplet generator (brand name or equal) �is part of the droplet digital PCR (ddPCR) system and provides absolute quantification of target DNA molecules. One of the goals of the laboratory is to study the association between viruses and neurological disorders. The droplet digital PCR system is a third-generation technology that, using water-in-oil droplets, increases the number of replicates up to 20,000 nanolites-sized droplets, enabling high specificity and sensitivity. Importantly, this particular instrument will replace the National Institute of Neurological Disorders and Stroke�s (NINDS) previous instrument and as such this specific model provide continuity on the same system which is key for NINDS� research and for the accuracy and comparison of longitudinal clinical samples. PURPOSE AND OBJECTIVES: Different viruses have been associated with diseases of the central nervous system including multiple sclerosis (MS), encephalitis, epilepsy. The concentration of those viruses in clinical samples can vary and its detection is dependent on Polymerase Chain Reaction (PCR) sensitivity and subject to high inter-replicate variance. The XQ200 droplet generator (brand name or equal) is a third-generation technology that follows after Nested PCR and real time PCR. Nested PCR has proven to be a valuable tool for detecting low frequency events; however, it is not quantitative and is highly prone to false positive signals. The real time PCR is quantitative, although its accuracy is limited by the need for an external calibrator. XQ200 droplet generator is a new, non-nested digital PCR technology that has recently emerged and that enables absolute quantification offering an extraordinarily high degree of precision. In digital PCR, DNA is distributed across multiple replicate reactions. These replicates enable the use of Poisson statistics for absolute quantification. PURCHASE DESCRIPTION: One (1) Droplet Generator, BioRad, XQ200, Part Number 1864002 (brand name or equal) SALIENT CHARACTERISTICS: The BioRad XQ200 droplet generator is used to partition ddPCR reaction mix into thousands of nanoliter-sized droplets. After PCR on a thermal cycler, droplets from each sample are analyzed individually on the QX200 droplet reader. Droplets are read well by well. The PCR-positive and PCR-negative droplets are counted to provide absolute quantification of target DNA in digital form. This system can be designed using multiplex primers and probes that could clearly visualized coinfection of two different viruses or the same virus, but different variants, within a given sample. The high specificity and sensitivity of this system is what the NINDS laboratory is looking for in this instrument especially for the high throughput of clinical samples, from cerebrospinal fluid (CSF), peripheral blood cells (PBMC), saliva, serum, plasma and urine. INSTRUCTIONS: All capability statements must also include the following: 1) company name and address; 2) point of contact; 3) phone/fax/email; 4) NAICS Code(s); 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: Women-Owned, HUBZone, etc.). Each capability statement must include the respondent�s� DUNS number, organization name, and address. Each response should include the technical and administrative points of contact, including names, titles, addresses, telephone numbers, and e-mail addresses. The capability statement should clearly identify the size and type of business (e.g., 8(a), HubZone, Non-Profit, Other Than Small Business, etc.), pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) pages.� The 10-page limit does not include the cover page, executive summary, resumes, or references, if requested. Any business concerns that believe they possess the capability necessary to successfully undertake the work described above must SUBMIT CAPABILITY STATEMENTS ELECTRONICALLY to the Contract Specialist, Shaun Rostad at Shaun.Rostad@nih.gov, NO LATER THAN 1:00 p.m. EST on August 27, 2021. The Subject line for the submission should include this Sources Sought Number and organization name. NIDA will not accept paper or faxed capability statements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS.� This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
