Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025921N0073. Naval Medicine Readiness and Training Command San Diego (NMRTCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: ABBOTT LABORATORIES INC. 200 Abbott Park RD Abbott Park, Illinois 60064-3503 The North American Industry Classification System (NAICS) code for this requirement is 811219; the business size standard is 22.0 (millions of dollars). The objective of this sole source award is to provide repair/preventive maintenance for Twenty-nine (29) i-STAT portable clinical analyzers required on a quarterly basis. Period of performance: 01 October 2021 to 30 September 2022, with four (4) additional option years. Abbott Point of Care is the sole global manufacturer and marketer for the i-STAT System and its associated test cartridges, the technicians performing the service maintenance are certified to work on the equipment. The i-STAT is intended use for in vitro quantification of arterial, venous, or capillary blood. Important in diagnosis of patients suffering from hypertension, renal failure or impairment, cardiac distress, disorientation, dehydration, nausea, diarrhea, blood coagulation, pressure of oxygen dissolved in blood, academia, alkalemia, hypoxia such as shock, hypovolemia and left ventricular failure. Qualified technicians are required to go through Original Equipment Manufacturer (OEM) or comparable third party service school and provide training certificates to the BIOMED division. Due to the proprietary nature of equipment, no other company was found that has authorized third-party service providers This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide repair/preventive maintenance for Abbott i-STAT portable clinical analyzers.� Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
