- The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price contract for Hologic Incorporated (Hologic) Panther Reagent and Panther Fusion Testing Supplies for Microbiology Testing of the COVID-19 virus and other valued testing to Hologic Incorporated. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. The anticipated award date is Aug 26, 2021. The contractor will provide the associated products to the Nashville VA Medical Center, 1310 24th Ave. S, Nashville, TN 37212. NAICS code: 325413 In-Vitro Diagnostic Substance Manufacturing (SBA Size Standard 1250 Employees) PSC: 6550 In-Vitro Diagnostic Substances, Reagents, Test Kits and sets. The test kits are required supplies for the testing of Veteran patients and are only compatible with the purchased and previously awarded Hologic Panther Fusion System. The Panther Fusion System is proprietary to Hologic - all required testing kits that are compatible with this system and are only available through Hologic, a Large business and sole manufacturer. The testing kits are required to conduct COVID-19 testing as well as other pertinent testing at the Nashville facility. The Panther system cannot operate without testing supplies that are capable of being used with that system. Currently the facility has an on-going need for the kits to continue fulfilling the testing requirements for patients as well as employees at the Nashville VA Medical Center. The only vendor capable of fulfilling the requirement in its entirety is Hologic, Inc., a large business and manufacturer of the required test kits and supplies. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within two calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE HOLOGIC MICROBIOLOGY TEST KITS in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.nicholson@va.gov NO LATER THAN 4:00 PM Central. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
