- N0016421SNB87- REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - MK 165 Mod 0 and MK 166 Mod 0 Dual Non-Electric Detonators and the MK 167 Mod 0, MK168 Mod 0, and MK169 Mod 0 Delay Detonators FSC - 1375 -NAICS 325920 Issue Date: 23 August 2021 - Closing Date: 13 September 2021 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT: In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this RFI/sources sought announcement as part of market research. The Crane Division, Naval Surface Warfare Center (NSWC Crane) is conducting market research to locate qualified, experienced, responsible and interested potential sources of the Detonator, Non-Electric, Dual, 50 FT MK 165 MOD 0; Detonator, Non-Electric, Dual, 100 FT MK 166 MOD 0; Detonator, 3.8 Second Delay, With Integral Firing Device, MK 167 MOD 0; Detonator, 6.4 Second Delay, With Integral Firing Device, MK 169 MOD 0; Detonator, 9.6 Second Delay, With Integral Firing Device, MK 168 MOD 0. The Government is accepting information regarding capabilities and facilities from companies potentially capable of producing the MK 165 Mod 0 and MK 166 Mod 0 Dual Non-Electric Detonators and the MK 167 Mod 0, MK168 Mod 0, and MK169 Mod 0 Delay Detonators. NSWC Crane intends to award a contract on a sole-source basis to Ensign-Bickford Aerospace & Defense Company (640 Hopmeadow St., Simsbury, CT, 06070-2420). This is being sole sourced because if competed, any new devices would require qualification testing that would take a minimum of (3) years and this would cause detrimental delays to the production of the detonators and a duplication of costs to the Government that is not expected to be recovered through competition. The duplicative costs and delay necessitated are from developmental testing, safety testing, insensitive munitions testing and board approval, hazard classification testing and board approval, fuze testing and board approval, post-test reporting, joint safety board approvals, user evaluations, item manual updates, and user training. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this RFI/Sources Sought is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The contract will be awarded pursuant to 10 U.S.C.2304(c)(1) and the Federal Acquisition Regulations 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The purpose of this RFI is to solicit information regarding capabilities from companies potentially capable of meeting the requirements as described above. Requested Information: All interested parties are encouraged to submit company and product literature, a white paper no longer than 10 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, and/or identify other Government contracts with similar efforts for the Government(s) consideration.
