- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable Open Market and/or GSA offerors in the marketplace with the knowledge, skills, interest, and capability to perform the potential scenarios as described below. This market survey is to determine if the potential scenarios identified below are viable in the marketplace, whether offerors are willing to participate, and if small businesses are available in the marketplace to participate in the procurement process via these potential scenarios. The EPA plans to issue either a single or multiple Nationwide Blanket Purchase Agreements (BPAs) for up to three years for a contractor to perform COVID 19 testing of Federal Employees for which EPA offices located throughout the country may utilize to issue call orders to meet their individual needs. The Nationwide BPA(s) will allow the EPA to procure COVID 19 Testing with three (3) potential scenarios. Scenario 1 - Call Orders are issued by local EPA facilities for a contractor to come to its local facility and test employees weekly for COVID 19 and provide results to the employee within 24 hours of testing. Scenario 2 - Call Orders are issued by local EPA facilities for an employee to come to the contractor�s local facility weekly for COVID 19 testing and provide results to the employee within 24 hours of testing. Scenario 3 - Call Orders are issued by local EPA facilities for an employee to be provided a COVID 19 test kit for them to administer the test themselves with assistance from the contractor. Contractor would be required to provide results to the employee within 24 hours of receipt of the test. If potential offerors have other viable scenarios, feel free to include in your response. All interested and capable qualified offerors are encouraged to reply to this market survey. Please discuss any questions/concerns you identify in the scenarios outlined above or suggestions on how to improve the scenarios. NARRATIVES SHALL BE NO LONGER THAN 10 TOTAL PAGES; information such as brochures and other industry information is not included in the 10-page limitation. Please include the following information in your response/narrative: (1) Company name, address, point of contact information (email, telephone, etc.), and GSA Contract Number, if applicable; (2) Identification and verification of the potential offeror's business status (i.e. Large, Small, HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the scenarios identified above and discussion of the ability to meet EPAs needs; (4) Any questions/concerns with the scenarios outlined above that need to be further defined, addressed, or discussed; (5) A narrative regarding additional suggestions to improve the scenarios and/or different scenarios not outlined above to meet the agency COVID 19 testing needs and services; and (5) A narrative discussing your ability to provide nationwide support for local EPA facilities.
