All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. Responses to this notice are not offers or quotes and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. The submission of pricing, capabilities for planning purposes, and other market information is highly encouraged and allowed under this Sources Sought In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought only. The purpose of this Sources Sought is to seek capable parties that are able to meet the requirement described below. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought, a solicitation announcement may be published. Responses to this Sources Sought synopsis are not considered adequate responses for a solicitation announcement. Please note that these requirements are not finalized and is subject to change based on the responses to this Source Sought. The information identified below intended to be descriptive, not restrictive, and to indicate the quality of the requested products. It is the responsibility of the interested source to demonstrate to the government that they can provide the services that fulfill the requirement described in the draft SOW. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this Sources Sought. Responses to this Sources Sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. LIMITATIONS ON SUBCONTRACTING CHECKLIST In order to be awarded a set-aside contract a small business concern must agree that it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Similarly situated entity means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award, and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. Work performed by similarly situated entities is counted as if it were performed by the prime contractor in determining compliance with the limitations on subcontracting. An example of a similarly situated entity is a first-tier subcontractor that is a service-disabled veteran owned small business concern for a service-disabled veteran owned small business set-aside or sole source award under the Veteran s First Program. Another example is: SDVOSB Set-aside more than 50% of work must be performed by prime or similarly situated subcontractor to qualify for set-aside SDVOSB Prime 51% performed non-SDVOSB sub (not similarly situated) 49% performed Qualified for set-aside SDVOSB Prime 49% performed non-SDVOSB sub (not similarly situated) 51% performed Unqualified for set-aside SDVOSB Prime 10% performed SDVOSB sub (similarly situated) 90% performed Qualified for set-aside Please ensure that you are compliant with Limitations on Subcontracting if you are a Small Business of any socioeconomic status (WOSB, SDVOSB, etc). Subcontractors will be checked prior to award. Description of Requirement (DRAFT) The National Memorial Cemetery of the Pacific (NMCP) requires the following equipment, to include delivery to: National Memorial Cemetery of the Pacific 2177 Puowaina Drive Honolulu, HI 96813 The NMCP requires weekly door-to door pick up and delivery uniform rental and laundry for all wage grade employees. Rental uniforms shall include blue cargo work pants and tan work shirts. Schedule: The contractor shall provide (F.O.B. Destination within consignee s premises), all materials, supplies, and labor necessary to provide Uniform Rental and Laundry Services for Government WS-Work Supervisors, WL-Work Leaders, and Wage Grade employees. The uniforms are for 19 employees and/or temporary hire (actual number of employees subject to change). Vendor will provide wage grade uniform rental (65% Polyester and 35% Cotton Permanent Press long sleeve shirts or short sleeve shirts and flat front cotton workpants with cargo pocket) to NMCP. The contractor shall also furnish laundry bags, pick up and return tickets and hangers. Uniforms will be picked up and returned to maintenance building weekly wrapped in dry cleaning plastic protective covering. Uniform Rental: Vendor shall provide and maintain rental uniforms for each Work Supervisor, and Wage Grade employee (5 fluctuations of employee departing and rehires from unit turnover with associated patch fees) at the NMCP. Color and s tyle of uniform shall be determined by Management with the Approval of the Director. Each uniform shall consist of a pair of work pants and work shirt (long sleeve or short sleeve). Once the employee chooses, they will not be able to change their mind. That includes an organizational patch, name patch and American flag to be place on the right shoulder. Uniforms shall be pic ked-up and delivered weekly. There shall be enough sets available in the amount of 6 so each employee shall be able to wear a clean uniform each workday. Cost is based on Small-Large and XL and larger. The vendor is responsible for checking all uniform items prior to being returned to employee. Driver is required to perform a quality control check prior to releasing clean uniforms to the cemetery and obtaining signature. Vendor will co me on location to measure new employees and provide fitted uniforms as they are hired. Laundering: When delivered, they shall be clean (without stains), wrinkle free and without tears or frays . Vendor will repair or replace all unsightly or damaged uniforms (included in the weekly fee). Uniforms are to look new (not worn), clean and professional. There should not be any tears, frays, spots (dirt, oil, grease, ink, etc.) and should always look professional. All items are expected to be returned odor, stain and wrinkle free weekly on designated day. All items will be treated for soil and/or stain removal. If stain can't be removed, shirt or pant will be rep laced. All shirts will be pressed. All repairs, such as button replacement/reinforcement or new zippers is the responsibility of the uniform owner. Procedures: Pick up and drop off will be at National Memorial Cemetery of the Pacific on designated date (Monday-Frida y) at the maintenance building between 08:00am-3:00pm. The contractor will pick up and drop off if the cemetery is closed for the Federa l Holiday. Contractor will have the Supervisor or Work Leader sign drop off form signing for uniforms. Contractor shall record the number of items to be picked-up on the ticket and the COR shall verify this amount. The contractor shall provide the tickets and furnish the Government the original. The contractor shall verify, count, and sign a ticket for the items being picked-up and such signature constitutes the contractor's agreement to the Government's count unless specific exception is taken by the CORE. A copy of the ticket will be retained by the Government. The COR will verify that all items previously picked up by the contractor have been returned on the next pick up and drop off schedule day. The contractor shall furnish tickets and any necessary tags. Returns: Upon inspect ion of the COR the con tractor may be required to perform laundry cleaning services that are determined to be unacceptable. Any items found that have been unsatisfactory cleaned shall be re-cleaned or replaced at no additional cost to the Government. Such items shall be identified by the government (COR) to the contractor's representative at the next drop-off/pick -up after the unsatisfactory condition is disc overed. Missing or Damaged Articles: Any articles missing at time of drop off by contractor shall be dropped off at no additional charge to the Government. However, if any articles are missing for 10 days or longer the article will be considered lost and the contractor shall reimburse the Government the exact cost of the item( s) and/or replace the item by placing that item on order at no charge so that the employee will continue to have a full set of 6. If the contractor causes damage to the clothing submitted for laundering services, such as; tears, holes, damaged and/or missing buttons, the contractor will repair at no cost to the government.
