Shawn Long at eflhd.contracts@dot.gov� SUBMITTALS SHOULD BE MADE IN ELECTRONIC FORMAT 2.�� �Potential Sources Sought. This is a Sources Sought announcement and is for information purposes only. �THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. �NO SOLICITATION IS CURRENTLY AVAILABLE. � The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), in cooperation with the National Park Service (NPS), is proposing to reconstruct approximately 9.7 miles of the Colonial Parkway (Parkway) within Colonial National Historical Park in York County and the City of Williamsburg, Virginia. �As part of our due diligence, we are reaching out to material source and quarry owners to assess whether there are potential sources of aggregate similar in type and appearance to the aggregate used to construct the existing historic concrete pavement within the project limits, and if these sources may be able to produce enough of the aggregate to meet the estimated quantities. This notice does not solicit proposals. �Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to determine if material sources exist to satisfy the Government�s requirements listed below. 3.�� �Background of Project The purpose of the Phase 1 project is to reconstruct approximately 10 miles of the Parkway from Milepost (MP) 0.17 to MP 1.61 and MP 6.02 to MP 14.88, including the replacement of concrete slabs. � The EFLHD anticipates advertising and awarding a design-build contract in Fiscal Year 2022. �Construction is tentatively proposed for Fiscal Year 2023 and is expected to last three years. � In addition, Phase 2 is anticipated to rehabilitate the remaining 13 miles of the Parkway within the next 10 years. 4.�� �Description of Material Needed Both Phase 1 and Phase 2 include reconstructing select concrete slabs along the Parkway described above. �The coarse aggregate to be used for the concrete slab construction must be similar in type, size, color, texture, and appearance to the aggregate used to construct the existing historic concrete pavement. Characteristics of the Coarse Aggregate Material Needed: � Planned and designed during the 1930�s and constructed from 1931-1957, the Colonial National Historical Parkway embodies the characteristics of a modern parkway. The 23-mile Parkway connects Historic Jamestown (the first English settlement in 1607), through Colonial Williamsburg, to the Yorktown Battlefields where Cornwallis surrendered to Washington in 1781, effectively ending the Revolutionary War. �The exposed aggregate concrete surface is intended to remind drivers of the dirt roads of a by-gone era. �The historic exposed aggregate concrete pavement was constructed of gravel ranging in color from brown to tan, and tan to gold. �The aggregate furnished for the planned rehabilitation project must be similar in color, texture, size and shape to the aggregate used in the historic exposed aggregate concrete surface pavement, and conform to the following: ��� �Types o�� �Coarse aggregate intended for exposed aggregate concrete� ��� �Color ranges for the aggregate: o�� �Brown o�� �Tan o�� �Gold ��� �Aggregate gradation: o�� �AASHTO M43 �#2 �gradation � (2.5� to 1.5�) � o�� �AASHTO M43 �#24 �gradation � (2.5� to 3/4�) � o�� �AASHTO M43 �#57 gradation �(1� to #4 �) o�� �AASHTO M43 �#67 gradation �(3/4� to #4 ) o�� �AASHTO M43 � #8 Gradation � (3/8� to #8) � Aggregate Source must be able to furnish gravel aggregate that has 10% retained on the 2 �� sieve. The #2 or #24 AASHTO M43 gradations will be considered meeting this requirement. �In addition, the Aggregate Source must be able to furnish AASHTO M43 #57, #67 and #8 gradations of gravel aggregate. ��� �Ideal Quality (it�s recognized that not every requirement may be achievable given limited sources of material): o�� �Los Angeles abrasion: 40% max according to AASHTO T 96; o�� �Soundness of aggregate using sodium sulfate: 12% max loss according to AASHTO T 104 (5 cycles); o�� �Individual and sum of clay lumps and friable particles, and chert: less than 2.0% according to AASHTO T 112; o�� �Material finer than the No. 200 Sieve: 1.0% according to AASHTO T 11; and o�� �Alkali-silica reactivity limits as indicated in Section 703.01 of the FP-14. Conceptual Quantity of Coarse Aggregate Needed: The current design estimates that up to 38,000 tons of coarse aggregate for exposed aggregate concrete will be needed for Phase 1 of the proposed concrete pavement work.� An additional 50,000 tons of coarse aggregate for the exposed aggregate concrete may be needed for Phase 2. 5.�� �Requested Content of Responses to this Sources Sought We are interested in your participation to assess whether your material source can provide at least 25% of the total quantity of aggregate meeting the requirements listed in Section 4. �Include the following information with your response:� ��� �Color photographs of representative stone illustrating the range of colors and sizes available. ��� �Quality characteristics indicated in Section 4 under ideal quality, including alkali-silica reactivity and the test method used. ��� �Classification of stone (e.g. quartz, quartzite, granite, etc.) produced at the quarry. ��� �Specific gravity and absorption of the aggregate according to AASHTO T 85. ��� �Gradations according to AASHTO T 27 and T 11. ��� �Forecast on how much material is available and is still within your current pit development plan (in tons) for the aggregate gradations shown� PAGE LIMIT: The capability statement shall be no more than 6 pages in length, single-spaced, with font sized 12 or larger using Times New Roman or Arial. The minimum font size for charts shall be 10 points. Margins (Top, Bottom, Right and Left) no smaller than 1� (headers and footers are allowed in the margins) page size shall be no greater than 8.5� x 11.� Submission shall be provided in electronic format readable and searchable by Adobe Acrobat or Microsoft Word. � NOTES: This is a Sources Sought announcement to conduct market research.
