Description
The Office of Naval Intelligence (ONI) has a requirement for Insider Threat Data Subscriptions. This competition will be based on a firm fixed price Best Value award. Negotiations may or may not take place; therefore, it is important that you submit you best technical proposal and price proposal in your initial offer. The government will award a single purchase order to the responsible offeror whose offer conforms to the requirements as stated in the solicitation and is most advantageous to the government based on Best Value. Delivery:� 4251 Suitland Road, Suitland, MD 20395 (FOB Destination). The associated North American Industrial Classification Systems (NAICS) code for this procurement is 511210. The award will be a firm fixed priced order only to an offeror whose technical proposal meets the needs of the Government and is the best value to the Government. The Government reserves the right to award this contract without discussions. Clarifications may be required. Clarifications are limited exchanges, between the Government and Offerors that may occur when award without discussions is contemplated. In such case, clarifications will not be considered discussions or negotiations.� Among offerors in this category, the Government considers technical to be more important than price in value.� The proposed price must be considered reasonable and must reflect the proposed technical approach.� The Government will evaluate proposals first from a technical standpoint without regard to proposed prices.� The Government may award a contract to other than the lowest priced offeror.� If two or more offers are considered technically equivalent, price with past performance may become of primary importance in determining the proposal most advantageous to the Government. The Offeror shall acknowledge acceptance of, and certify its ability to meet each of the requirements set forth in the Statement of Work (SOW). This acknowledgment should consist of a certification stating the Offeror's understanding of the Statement of Work and that the Offeror can provide the required products and services. The following elements and all requirement in this RFQ including what is stated in the statement of work should be included in the technical proposal. The contractor, through their technical proposal shall determine how to best present their products for the Governments evaluation. The offeror's corporate past performance and past experience will be evaluated via Past Performance Information Retrieval System (PPIR) to assess the offeror's ability to successfully perform similar work.
