- Description
- The mission of the Federal Bureau of Prisons (Bureau) is to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens. The Bureau has 122 prisons of various security levels, offering programming in many different areas including drug treatment, trauma services, and evidence-based programming. This program includes specialized gender-specific services such as the Female Integrated Treatment (FIT) and Foundation Programs. The FIT Program is a multi-faceted residential program that offers integrated cognitive- behavioral therapy for substance use disorders, mental illness and trauma-related disorders to female inmates while also offering vocational training and focusing on women�s relational nature. The FIT Program operates as modified therapeutic community utilizing cognitive behavioral treatment in a trauma-informed gender-responsive environment. Criminal thinking is addressed through the identification of criminal thinking errors and the promotion of pro-social interactions with staff and peers. A multidisciplinary approach to treatment and skill-building is utilized. The program lasts approximately nine months. Currently, the program is offered at two institutions: Federal Correctional Institution (FCI) Danbury, Connecticut, and the Secure Female Facility (SFF) Hazelton in West Virginia. The Foundation Program is a gender-responsive, strengths-based reentry program designed to help women assess and advocate for their individual needs and develop a programming plan to meet their personal reintegration goals. The Foundation Program was designed to help newly incarcerated women chart a healthy path for themselves during their time of incarceration. Over the course of 11 sessions, participants learn to identify positive changes that will contribute to a successful reentry and consider programs and services that can help them make these changes. The program is available at all sentenced female facilities throughout the Bureau of Prisons. The Federal Bureau of Prisons (BOP), National Acquisitions Section, Contracting Office, Washington, D.C. is seeking quotes for services of a Contractor with a doctoral-level education in a social science field of study, (e.g., psychology, criminal justice, women�s studies) and a demonstrated body of research related to prison research and a focus on women�s needs. The Contractor must possess expertise in the field of cognitive-behavioral programming and must have experience in conducting studies on program evaluation, including programs designed specifically for justice-involved women. Variables of interest include symptom reduction, institutional adjustment of participants, misconduct or criminal recidivism, empowerment and knowledge acquisition, and indicators of post-release adjustment, such as employment. The Contractor shall propose the research design, obtain approval from Bureau�s Institutional Review Board (IRB), collect data, conduct analyses, and report findings and recommendations. Performance periods under this contract will be for a one-year base period estimated to begin on�around�September 1, 2021 with�four (4) one-year option periods, with services ending (if all options years are renewed) on�August 31, 2026. The services required for this contract include a Base Year and Four Option Years. The services shall be in accordance with the Statement of Work. Hard copies of the quotation will not be available.
