- Special Notice - FAA Intent to Award a Single Source Procurement for Information Technology (IT) Operational Support Services In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy Section 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract on a single source basis with Johns Hopkins University/Applied Physics Lab, based out of Laurel, Maryland. The FAA has a requirement for Information Technology (IT) Operational Support Services for support in planning, coordination, execution, and after-action review of cyber exercises. ��The FAA currently utilizes Live-Lab Advanced Visual Analytics (LAVA) suite application and tools, including Mission Assessment Tracking Tool (MATT), Operational Standard Cyber Assessment Repository (OSCAR) (future replacement for MATT), Dagger, Galaxy, Pointillist, and Vincent tools in support of its cyber exercises. Dagger, Galaxy, Pointillist, and Vincent tools enable the exercise Training Analyst (TA) role to track exercise Red Team activity and Blue Team response to the various scenarios in play during exercise execution. �� Johns Hopkins University/Applied Physics Lab is the developer of the LAVA cyber exercise assessment tools and is the only known firm capable of meeting the FAA�s specific requirement to support the installation of upgrades, maintenance, helpdesk and documentation, hands-on training, and over-the-shoulder mentoring of the LAVA suite application and tools.� Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals.
