Description
This is a request for SF330s, not a request for fee proposals. North American Industrial Classification System (NAICS) codes are Architect or Architect/Engineer (A/E) Firms in accordance with NAICS Code of 541330, Engineering Services, which has a size standard of $16,500,000 in average annual receipts. This announcement is being competed as a 100% Service-disabled Veteran Owned Small Business set-aside (SDVOSB). Introduction This contract is being procured in accordance with the Brooks Act (Public Law 92-582) as implemented in FAR Subpart 36.6. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. Contract Information The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), Central Region proposes to obtain the services for facilities support, design, maintenance of design and construction standards, historic preservation services, and design and facilities expertise to the Department of Veterans Affairs to deliver high quality, cost effective facilities in support of our Nation's Veterans. Professional multi-disciplined Architect/Engineer Services to include, but not limited to: code review; site investigations; analysis; design; preparation of specifications and drawings; preparation of cost estimates; construction period services; preparation of as-built record drawings; site visits during construction; industrial hygiene; fire safety and Construction Document review; Pre-Construction Document Technical Studies, and Construction Quality Assurance/Quality Control. This VA office administers major projects for the VA in the Central Region. A major project is defined as a project over $20,000,000. The firm(s) selected need to have an experienced multidisciplinary design team in either the governmental or commercial sector for projects of this magnitude or larger. The intent is to award a maximum of 6 contracts for the region; however, the number of awards may vary dependent on the interest shown. This contract will have a base period of one (1) year and (4) four one-year option periods at the discretion of the Government. The minimum guarantee amount for the base period is $ 2,000, with a maximum amount of $25,000,000 over the life of the contract period. The determination of acquisition strategy lies solely with the Government. All firms are cautioned to review the restrictions of FAR 9.5 Organizational and Consultant Conflicts of Interest and 36.209 Construction Contracts with Architect-Engineer Firms. Any A/E firm that has provided design services for a project will be restricted from participating in any construction contract or task order for that individual project. The Central Region includes VA stations and activities located in the following states MI, OH, IN, KY, WI, IL, MN, IA, MT, OR, WA, MO, ND, SD, NE, KS, MT, WY, CO, UT, OK, AR, MS, LA, and TX. However, this Architect and Engineer Indefinite Delivery/Indefinite Quantity (A/E IDIQ) contract may be utilized by contracting officers throughout the Department of Veterans Affairs. The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), key customers are, but are not limited to the VA Districts, the VA Central Office (VACO), the Veterans Health Administration (VHA), National Cemetery Administration (NCA), Veterans Benefits Administration (VBA) and subordinate Veteran Integrated Services Networks (VISN), VA Medical Centers (VAMC), National Acquisition Centers (NAC), CFM Regional Offices and VBA field offices across the country. Please be advised that the United States Army Corps of Engineers (USACE) may be granted authority to use this AE IDIQ. Design for projects to be performed under this IDIQ will primarily consist of general building projects and may be either design-bid-build or design-build. Design shall include but not be limited to, new construction, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, global positioning and communication systems. Types of facilities include administrative, industrial, maintenance, warehouses, communications, site civil and utility and infrastructure in support of CFM and key customers, such as the Veterans Health Administration, throughout the central Region in the US. Work will be issued by negotiated firm-fixed price task orders that will be competed among the A/E IDIQ holders. Qualifications will be requested from each A/E IDIQ holder and evaluated to determine the most highly qualified firm to submit a fee. Each task order will include the deliverable schedule. The minimum order shall not be below $2,000 and the maximum single order shall not be greater than $5,000,000. If remaining capacity falls below $2,000.00, the Government will consider the contract complete. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM) database. Representations and Certifications must be completed electronically via this site as well. Register via the SAM Internet site at www.beta.sam.gov or by contacting the SAM Customer Service at 1-866-606-8220. All firms will be required to comply with Veteran Affairs Acquisition Regulation 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (http://www.va.gov/oal/library/vaar/vaar852.asp). Firms must also be registered in Vendor Information Pages (VIP) database (https:// www.vetbiz.va.gov/vip/) at the time of SF330 submission, the time of award, and at the time of task order issuance. Additionally, firms must supply type(s) and amount of insurance along with insurance carrier(s). SF 330 Evaluation Criteria SF330s will be evaluated on each of the criteria factors listed below. Each factor will be assigned an adjectival rating. The factors are listed in descending order of importance. The subfactors are of equal importance within the factors. Firms will be evaluated in accordance with FAR 36.6 procedures and the Brooks Act. Submissions must follow all the requirements of Standard Form 330 (REV 8/2016), OMB Control Number 9000-0157 (SF 330) and the Supplemental Individual Agency Instructions below. If there is a conflict in the instructions, the SF 330 directions shall apply. Awards will be made to the firms determined to be most highly qualified if fair and reasonable prices can be agreed upon. Definitions: Recent: projects within the past five years, 2016 2021. Well underway means at least 50% completed by the submission date of SF 330. Relevant: refers to projects of similar size, scope, and complexity to the Sources Sought Notice and include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming. The technical evaluation factors are listed in this sources sought while the Supplemental Individual Agency Instructions apply to the Standard Form 330 (REV 8/2016), OMB Control Number 9000-0157 (SF 330): Factor 1 Professional Qualifications: Factor 1, Subfactor a, Key Personnel Professional Qualifications: For Key Personnel resumes for qualified personnel should be presented in Section E of the SF 330 for the following key personnel: architect, civil engineer, mechanical engineer, electrical engineer, structural engineer, fire protection engineer (registered with evidence of successful completion of Fire Protection Examination), geotechnical engineer, land surveyor, historical preservation engineer, and environmental engineer, project manager, cost estimator, and scheduler. Registration or certification for all is encouraged and may be more favorably rated. All key personnel shall be shown on the organizational chart. It is expected that the firm will be submitting resumes for each key personnel member. No substitution of key personnel will be made without advance written approval of the Contracting Officer after he/she has reviewed the proposed replacement s experience and qualifications record submitted by the firm with an explanation of the necessity for the change. Follow the contract substitution clause for replacement of individuals. See Attachment 1 for In House Minimum Key Personnel and Consultant qualifications. In Part 1, Section H (Additional Information), submit a matrix for the proposed design team that contains the following data about the member s assignment: members name, firm name, office location, proposed team assignment, percent of time to be spent on this team, education level/discipline (example: Bachelor of Science, mechanical engineering), state(s) of professional registration, number of years of professional experience, and number of years with the firm. Also, for project managers and team leaders, identify the number of teams (design, consultants and joint venture partners) they have managed over the past five years. Supplemental Individual Agency Instructions: In Part 1, Section E (Resumes of Key Personnel Proposed for the Contract), Block 19, Relevant Projects, sub-block(3) for the Specific Role, for each of the five Relevant Projects on the resume, include a detailed description of the specific services provided for the project demonstrating the key personnel experience, e.g. stating simply Electrical Engineer is not considered an acceptable description of services. Factor 1, Subfactor b, Firm s Professional Qualifications: The firm or team must show the proposed team successes working together for the firm and the firm s involvement working on those projects. The qualifications must demonstrate reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.  Firms shall provide qualifications that are relevant and recent to the A/E IDIQ Tasks described in this announcement. List any awards received and industry recognition received. Factor 2 Specialized Experience and technical competence: Using the A/E IDIQ Tasks included in this sources sought notice, provide a description of five relevant, recent projects, with clients, for which the team members provided a significant technical contribution. Work on these projects must have been in the last five years (2016 2021). Indicate how each project is relevant to the A/E IDIQ Tasks described. Specialized experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates is included as evaluation criterion. Factor 3 Past Performance: Supplemental Individual Agency Instructions: in Part I, Section H, provide relevant and recent (the past five years- 2016 - 2021) Past Performance information for a minimum five examples and no more than 10 examples for work related to the A/E IDIQ tasks listed in this request for SF330s Include project name, location, initial design dollar funding limitation, final construction cost, and project point of contact with telephone number and email address. Projects shall have started design in 2016 to present; include current client contact information, design due date, actual design completion date and final cost estimate, the construction contract award amount (note whether bid or negotiated). Firms must provide a CPARS report or a completed and customer-signed Past Performance Questionnaire (PPQ) (see Attachment 2) form for each of the projects. The CPARS or Past Performance Questionnaire will be submitted in the SF330 package. Factor 4 Capacity: Supplemental Individual Agency Instructions: in Part I, Section H, Prime firm and sub consultants must demonstrate capacity to accomplish the work in the required time and the ability to adhere to schedules. Prime firm must demonstrate that it is able to provide A/E Services to a VA facility in the Central Region. List current projects being designed in the firm s office Describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates. The A/E shall provide details of its current work (public/private) including the duration of the contracts, and how it anticipates on taking on additional work required by CFM. Factor 5 Service Disabled Veteran Owned Small Business Participation: The Service Disabled Veteran Owner Small Business must include with the proposal, a summary of how the offeror plans to comply with VAAR 852.219-10 and not pay more than 50% of the amount paid by the government to firms that are not VIP-listed SDVOSBs. This should include what key personnel, by discipline, are proposed to be employees of the firm, and those that may be provided by subcontractors. Factor 6 Location: This factor considers Geographic Proximity. For the purpose of this A/E IDIQ base contract, successful firms shall be located in the Central Region of the United States and its territories. A/E IDIQ Tasks General Notes: Unless otherwise stated, the requirements/standards of the VA Technical Information Library (TIL) apply. Web address for the VA TIL: https://www.cfm.va.gov/til. In accordance with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest, FAR 36.209, Construction Contracts with Architect-Engineer Firms and VAAR Provisions 852.209-70 Organizational Conflicts of Interest, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates. Task 1. CODE REVIEW SERVICES DESCRIPTION OF WORK: Provide code consulting, assessment, evaluation, and inspection services utilizing experts skilled in appropriate technical areas necessary for the analysis and/or evaluation of building designs, existing VA facilities and/or other necessary studies. DELIVERABLES To be determined on a case by case scenario but may include but not limited to the following: Reports supported by analysis, recommendations, drawings, and/or data resulting from the inspection, investigation and evaluation of VA facilities and/or review of drawings, data or other provided materials. Task 2. PROGRAM FOR DESIGN DESCRIPTION OF WORK: - Provide services for the preparation and/or review and analysis of a (space) program for design that delineates the functional and physical space and equipment parameters that define project specific requirements and constraints and addresses the client s priorities. Development of the program for design will be in accordance with Department of Veterans Affairs Space and Equipment Planning System, Space and Design Guides, Manuals and other requirements as listed in the applicable guidance documents from the Technical Information Library (TIL). DELIVERABLES The final product will be the program for design submission and/or evaluation of reports, documents, and cost estimates supporting the program for design prepared by the Contractor. Task 3. SCHEMATIC DESIGNS DESCRIPTION OF WORK: Provide all services for preparation, planning, evaluation, review, and recommendations for all architectural and engineering discipline calculations, specifications, reports, systems analyses, drawings, and cost estimates meeting the approved space program, and program for design in accordance with the A/E Design Submission Program Guide PG-18-15 and other applicable guidance documents from the Technical Information Library (TIL). Services shall include delivery of reports, narratives, calculations, drawings, and other required information; participation in the design review process by providing acceptable revision, and/or responses to design comments communicated via DrChecks or other similar review applications, and; may include making presentations and participation in design review meetings requiring site visits to VA facilities and meetings with Office of Construction and Facilities Management (CFM) personnel in Washington, D.C. DELIVERABLES The schematic design submission shall meet the requirements of PG-18-15 and other applicable guidance documents from the TIL. Task 4. DESIGN DEVELOPMENT (DD) DESCRIPTION OF WORK: The preparation of Design Development (DD) documents consisting of updated drawings, specifications, and supporting documents and calculations meeting the approved scope and space program. The DD s will be developed from the approved schematic documents and in accordance with A/E Design Submission Requirements in PG-18-15 and other applicable guidance documents from the Technical Information Library (TIL). Services shall include delivery of reports, narratives, calculations, draft specifications, drawings, cost estimates, and other required information; participation in the design review process by providing acceptable revision, and/or responses to design comments communicated via DrChecks or other similar review applications, and; may include making presentations and participation in design review meetings requiring site visits to VA facilities and meetings with CFM personnel in Washington, D.C.. DELIVERABLES The DD submission shall meet the requirements in PG-18-15 and other applicable guidance documents from the TIL. Task 5. CONSTRUCTION DOCUMENTS (CD) DESCRIPTION OF WORK: The preparation of construction documents (CDs) consisting of complete drawings, specifications, medical equipment and furnishings lists, and supporting documents and calculations necessary for the bidding and construction of the project. The CDs will be developed from the approved design development documents in accordance with A/E Design Submission Requirements, in PG-18-15 and other applicable guidance documents from the Technical Information Library (TIL). Services shall include delivery of surveys, reports, narratives, calculations, specifications, drawings, equipment lists, cost estimates, and other information necessary to support solicitation and award of construction. Services may also include: participation in the design review process by providing acceptable revision, and/or responses to design comments communicated via DrChecks or other similar review applications; making presentations and participating in design review meetings requiring site visits to VA facilities; participating in pre-proposal conferences during solicitation for construction, and; providing responses and or document revisions in response to requests for information (RFIs) during solicitation for construction. DELIVERABLES The CD submission shall meet the requirements in PG-18-15 and other applicable guidance documents from the TIL. Task 6. VALUE ENGINEERING (VE) REVIEW DESCRIPTION OF WORK: Provide qualified VE Consultant or Staff Engineer with no less than 40 hour VE Workshop training based on conventional formalized method of the Society of American Value Engineers to lead a qualified VE Task Team, supplied from the offeror s, or his consultant s teams and comprised of no less than one architect, one structural engineer, one mechanical engineer and one electrical engineer with additional support as necessary. The VE Task Team shall review design submissions and cost estimates for the purposes of developing and documenting recommendations for implementing design technologies that enhance building performance by reducing energy consumption, improving functionality and/or durability, while lowering first, or life-cycle costs, or both, with emphasis on lowering total life-cycle cost of constructing, maintaining, and operating the project facility. Participation in meetings with the designer of record and CFM personnel on site or in Washington, D.C. may be required. DELIVERABLES VE Report with recommendations and quantified projected costs and cost savings in terms of first (construction) cost and life-cycle cost. Addendum to include tabulation of recommendations implemented in the design with associated costs and cost savings. Task 7. COST ESTIMATES DESCRIPTION OF WORK: Review, evaluate, and provide recommendations on the cost estimate prepared by the A/E of Record as to the cost submission basis of cost, accuracy in quantities, and completeness based upon submission requirements of the PG-18-15. Evaluation shall include but not be limited to: local labor rates, energy conservation costs, asbestos abatement costs, cost escalation, cost of operations, personnel requirements costs, manpower trade requirements and material costs timeline. Additionally, a verification of new gross area take-off may be required. Preparation of independent cost estimates and evaluation of mid-point construction costs and anticipated inflation rates during construction may be required. Participation in meetings with CFM personnel in Washington, D.C. may be required. DELIVERABLES This task order requires submission of a cost estimate report by trade, material required, phase, and/or element. Task 8. PEER REVIEW Description of work: Provide evaluation, review and recommendation on all architectural and engineering disciplines' designs, calculations, specifications, reports, system analyses, conformance with sustainable design criteria and thorough completeness and coordination based upon development of the final approved Schematic Plan. The services provided shall include the review, evaluation and recommendations of the partial or completed set of construction drawings and specifications and provide recommendations regarding any other documents necessary for the bidding and construction of the project. The documents for evaluation will be provided by the Designer of Record A/E. The Peer Review A/E shall evaluate and ensure coordination of the drawings between the disciplines and identify costs, errors, omissions or conflicts found between drawings and specifications. Review and comment on project phasing and constructability. Evaluate market conditions that may impact bidding climate and cost estimate. Review any resubmitted construction documents with recommendations as to their acceptability in accordance with PG-18-15. Develop a Project Definition Rating Index Score. Evaluations will be based upon the submission requirements established in PG-18-15 and applicable criteria/guidance documents on the Technical Information Library (TIL). Provide comments in DrChecks or similar application as directed by the contracting officer. Services may include site visits to VA facilities for participation in reviews and meetings with CFM personnel in Washington, DC. DELIVERABLES Review, evaluate, and provide written recommendations based on reviewed design submissions (Concept, SD, DD, etc.) and/or construction documents, in accordance with PG-18-15 and all applicable design criteria. Comments shall be entered in Dr. Checks or similar program as directed by the contracting officer. Provide a written report with annotated drawing comments and recommendations on the acceptability of the design submission relative to the requirements established by the PG-18-15 and other applicable guidance on the Technical Information Library (TIL). Task 9. CONSTRUCTABILITY REVIEW Description of work: Provide a detailed analysis of the construction documents to assure clarity, accuracy, coordination and completeness of the documents. The review shall focus on the suitability of the drawings and specifications for ease of construction and placement and maintenance of equipment. It shall identify any missing information necessary to facilitate proper construction including but not limited to ensuring key equipment controls are properly identified, electrical circuits are identified and provided for equipment and powered devices including door operators, lighting, mechanical room equipment, pumps, etc.; that hardware schedules are complete and properly identify all doors and required hardware; that foundation and structural details are provided to support all walls, floors, windows, equipment, etc.; that transition details are provided for ceilings, walls, pavements, etc.; that finishes are identified for all walls, ceilings, floors, stairs, etc.; that wall and roof details are complete and will result in weathertight enclosures; that quantities shown on drawings for details like windows, panels, or special features match elevations; etc. Provide comments in DrChecks or similar application as directed by the contracting officer. Services may include site visits to VA facilities for participation in reviews and meetings with CFM personnel in Washington, DC. DELIVERABLES Provide comments and recommendations in DrChecks or similar program as directed by the contracting officer. Task 10. PRE-CONSTRUCTION DOCUMENT TECHNICAL STUDIES DESCRIPTION OF WORK: Provide services for the preparation of studies that involve a systems evaluation and/or report on the inspections of VA facilities to include but not limited to: site development, utility investigations, boundary, topographical , utility, geotechnical soil borings, parking, traffic, historical, environmental, vertical traffic, horizontal traffic, archeological, acoustics, vibration, aviation, weatherproofing, fire protection, commissioning, NEPA, Section 106, food service, hazardous materials, hazardous waste, medical equipment, physical security, operations security, signage, wind, Federal, State and local permit requirements. Provide recommendations for options to resolve challenges to project completion. Perform a risk analysis for a project or system. Provide an analysis of existing and selected systems involving structural, electrical, and HVAC systems. Provide an evaluation of equipment proposed for VA facilities, and lab testing services. Perform a cost comparison of studies on building systems, renovation alternatives versus building additions or new buildings and develop studies to determine time analyses of different phasing alternatives. DELIVERABLES Shall be identified in the task order as required by the contracting officer. Task 11. CONSTRUCTION QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) DESCRIPTION OF WORK: Provide onsite inspection and/or review of construction including a review of testing requirements, sequence, and advice regarding their acceptability. Provide on-site quality assurance and control during construction by witnessing performance tests of various types of structural, electrical, HVAC equipment, sprinkler, fire alarm, communication, and other systems integral to a fully operational building system. Prepare reports associated with on-site inspections or analyses of test reports. Review submittal materials and evaluate contract changes/claims, cost estimates, CPM schedules, modifications, daily logs, and prepare/review responses to requests for information (RFI) associated with construction contractor requests. Provide monitoring services for the return of submittals and other tracking services to assist the Senior Resident Engineer (SRE). Prepare reports associated with on-site investigations of materials, equipment and systems components, test performance, and operation in compliance with the contract specifications, drawings, OEM manuals, code requirements, etc. Services may include forensic investigation and/or destructive testing and associated reporting to identify, quantify, and document deficient construction. DELIVERABLES The A/E shall provide test reports or product literature responses, cost estimates, and review of product submittals. Task 12. CONSTRUCTION SUBMITTAL REVIEW NOT ANTICPATED THROUGH THE DESIGNER OF RECORD S A/E CONTRACT DESCRIPTION OF WORK: The A/E shall provide submittal review services covering products that may not have been listed within construction contract documents, including but not limited to cut sheets, manufacturers data/performance sheets, samples, and/or shop drawings which are beyond the services provided by the original design A/E (In other words, the A/E is providing services in support of a project that are needed, but which do not fall within another original Designer of Record s A/E contract). Services may require coordination with the construction contractor and/or original Designer of Record regarding construction submittals to be reviewed and the intent of the design/project. The Contracting Officer shall establish the length of the review period(s). Provide recommendation regarding a compatibility analysis of different materials and recommendations associated with acceptance or rejection of alternate materials and products. DELIVERABLES Review of submittals will meet the requirements established by the contracting officer. Task 13. PROJECT BOOK DESCRIPTION OF WORK: - Attend necessary meetings and provide all site investigation; coordination with users, subconsultants, and government personnel; data collection; analysis; estimating; tabulation; document preparation; and/or other services, as required to validate and/or revise the project business case to define requirements for a project that meets the stated goals outlined in the business case and the task order. Collate, produce, and deliver reports, studies, narratives, calculations, drawings, program for design, project schedule, cost estimate, and other required information as required by the Project Book Deliverables checklist accompanying the task order and in accordance with PG-18-15 and other applicable guidance documents on the Technical Information Library (TIL). Participate in the project book review process by delivering submissions for review and providing acceptable revisions, or responses to comments, communicated in DrChecks or other similar review applications; make presentation to stakeholders and participate in review meetings that may require site visits to VA facilities and/or the Office of Construction and Facilities Management (CFM) in Washington, D.C. DELIVERABLES Project Book complete with items indicated in the Project Book Deliverables checklist accompanying, andas required by, the task order provided by the contracting officer. Task 14. DESIGN-BUILD RFP PACKAGE DESCRIPTION OF WORK: Attend necessary meetings with Government personnel, review information supplied by the Government, and perform any necessary site investigation; study, coordination, tabulation, etc., to produce a narrative, specifications, drawings, and associated schedule and cost estimate to quantify and define the requirements for a design-build contract. Services may also include: providing support during solicitation of the design-build contract by reviewing and developing responses to requests for information and/or revisions to documents necessary to support those responses; attending pre-proposal meetings with the Government and prospective offerors for the purposes of describing the project and its requirements; support during design including reviewing design submissions for compliance with the RFP package (i.e. VA) requirements and providing comments in DrChecks or a similar application as required by the contracting officer; attending design review meetings to discuss or resolve comments; evaluating and providing recommendations to the Government on the acceptability of options presented by the design-build contractor s designer of record, considering durability, life-cycle cost, technical acceptability, or other criteria relevant to the recommendation. Note: the A/E of this task order cannot be part of the Design-Build team and the A/E will not be the designer of record.
