This is a Market Survey to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the AJW-14/17 NAS Modification Kit Qualified Vendors List. Previously qualified vendors under the current AJW-14 QVL who have actively participated in the modification kit program and who are in good standing are still asked to respond to this market survey. The responses to this Market Survey will be used for informational purposes only. This is not a screening information request or a request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. The principle North American Industry Classification System (NAICS) code for this effort is 334511. Background: The Federal Aviation Administration, Mike Monroney Aeronautical Center (MMAC) is re-establishing its Qualified Vendor List (QVL) used for FAA procurements for the manufacture of modification kits.� These modification kits are used primarily in navigational aids, communications, radar, and weather in support of the National Airspace System (NAS) to improve the safety and system/equipment reliability and supportability. In order to participate in the Modification-Kit QVL Program, potential vendors must have their manufacturing sites located no more than 150 miles from the Mike Monroney Aeronautical Center in Oklahoma City.� In the event your organization meets this locality criteria and can perform, please ensure you submit a capability statement and address the following requests for information at a minimum: Vendors must address the following three (3) components within their submittal: A. Company Information: Please provide: DUNS number, small business status (woman-owned, veteran-owned, etc.) Point of contact, to include: name, title, telephone number, business address, and email address If your organization is a Large or Small Business. If Small; is your organization considered 8a Certified & what category, e.g., Service-Disabled Veteran-Owned, Women-Owned, HUBZone, etc. Number of years in business Number of miles from the Mike Monroney Aeronautical Center to your manufacturing site [6500 S MacArthur Blvd, Oklahoma City, OK 73169] B. Capabilities: Vendors must be capable of performing the following requirements:� Vendor is able to manufacture/fabricate wiring harnesses, multi-layer circuit board component mounting to include surface mount technology, parts assembly, soldering, metal fabrication, welding, and painting of components to include powder coating. Vendor has test equipment and personnel to operate such equipment to include power and signal generators, and voltage, power, amperage, resistance, and frequency meters. Vendor has equipment and personnel to perform packaging and labeling requirements per ASTM-D-3951, ASTM-D-4169, and MIL-STD-129PCH4. Vendor has an established quality control program consistent with FAA-STD-013D. Vendor has access to, or the ability to secure, a minimum of 1500 square feet of temperature-controlled open space to ship, receive, store, and assemble mod kit parts and supplies and has a record keeping system to track the purchasing, receiving, storage, and parts control functions. Vendor can upload and verify software/firmware to various hardware medium such as CD/DVD, USB drives, computer hard drives, EPROMS, and programmable logic devices. Vendor is able to perform the assembly, Operating System (OS) load, configuration, and testing of a PC based computer system. C. Submission and Time Requirement: All responses to this Market Survey must be received by 2:00p.m. Central Standard Time, Monday, August 23, 2021 electronically to the Contracting Specialist using the following email address: helaina.k.germosen@faa.gov. Information provided will not be released; however, please appropriately mark PROPRIETARY on any of your documentation submitted as necessary. The FAA requires the page count (not including cover) for responses be limited to 8 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch margins) Please be reminded that this Market Survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services.
