Description

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to procure F/A-18E/F Infrared Search and Track (IRST) Block II Environmental Control Units (ECU) Weapon Replaceable Assemblies (WRAs) and Special Test Equirement (STE). This ECU must be capable of providing adequate temperate control to the Infrared Receiver (IRR) and Processor WRAs, procured separately from the ECU.� In addition, the offeror must be capable of performing automated test procedures (ATPs) on this WRA and troubleshooting any issue(s) in it�s facility.� The offeror will be required to design, build, or acquire special test equipment (STE).�� Requirements include familiarity with the design, configuration and integration of F/A-18E/F Aircraft.� Manufacturing knowledge, experience, and technical data are required to fulfill this procurement within the time required. The Government did not procure the technical data for the F/A-18E/F Aircraft, so any interested business would have to negotiate for access to and use of that data from the original supplier, The Boeing Company, in order to fulfill the potential requirement in the time required. The effort in this procurement will satisfy the Government�s minimum need. The anticipated period of performance is for sixteen (16) months starting in FY 2022. This intended procurement will be processed pursuant to the authority of 10U.S.C. 2304(c)(1), whereby the supplies required are available from only one responsible source and no other type of supplies will satisfy agency requirements. Meggitt Defense Systems, Inc. is the only company that has the necessary specifications and technical data for the IRST ECU and STE. This notice of intent is not a request for competitive proposals. However, responsible sources may submit a capability statement which shall be considered by NAVAIR.
