THIS REQUEST FOR INFORMATION (RFI) - IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SEE ATTACHMENT FOR DETAILS: IAW Statement of Work (SOW) This is a requirement for: U.S. Department of Veterans Affairs Martinsburg VA Medical Center (VAMC). DESCRIPTION: The Martinsburg VAMC requires the contractor shall begin within 45 days after the contract is awarded by the Contracting Officer and shall be completed within 70 days of the start of the product. VA medical facility warehouse below during normal business hours from 8:00 a.m. to 3:30 p.m. (EST), Monday through Friday: Delivery to: U.S. Department of Veterans Affairs Martinsburg VA Medical Center WAREHOUSE 510 Butler Avenue Martinsburg WV 25405 DISCLAIMER: This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Note: The contractor shall deliver required commodities (Please see attachments) no later than 30 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). Commodities shall not be delivered to the Government site on Federal holidays or weekends unless directed by the CO. Delivery shall be made between the hours of 8:00 am and 3:30 pm of the delivery location, during normal workday business hours. The U.S. Government is Performing Market Research to identify responsible sources who have the skills, experience, and knowledge required to successfully meet the requirements. Information received from Market Research will determine the best acquisition strategy and if responsible sources exist for competition, and/or a total Small Business Set-Aside. This is only for Market Research but may result in an invitation to an open discussion with the U.S. Government. This notice is not to be construed as a commitment by the U.S. Government. Attachment 1: GRAY MARKET PREVENTION LANGUAGE: VAAR 852.212-71 GRAY MARKET ITEMS (APR 2020) No gray market or remanufactured items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA medical facilities. Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. (End of Clause) VAAR 852.212-72 GRAY MARKET AND COUNTERFEIT ITEMS (MAR 2020) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. (End of Clause) Statement of Work (SOW) Digital Display Replacement /Upgrade Background The Martinsburg VA Medical Center has a need to expand the number of digital displays to areas that have none, and to replace 14 old digital displays; we are seeking 10 new digital displays, that will include the procurement of all associated equipment, supplies, installation of new equipment, removal, cleanup, and proper disposal of old equipment being replaced. We are wanting to procure a total of 30 new digital displays and associated equipment. The remaining six digital displays and related equipment will serve as backup for needed replacements or future expansion needs. Currently the Martinsburg VAMC (MWV) has 14 digital media players (DMP) and monitors throughout the campus that are approximately 10 years old and end of life. All current DMPs are Cisco Digital Media Player 4400s. Digital signage display monitors are all approximately 40-42 and of various manufactures, most being Cisco LCD 100 Pro 40Ns. The current software has the capability to upload jpeg slides or Windows Media Videos for display. Content can be loaded to a single display, all displays or a specified group of displays; however, content cannot be scheduled for posting at a future date and can only by posted in real-time with no variability. Some digital displays will be located on site and some off site. Objectives Obtain a turnkey service that will procure all digital display equipment, and digital messaging software. Install digital messaging software on all new equipment, install new equipment, remove, and properly dispose of all old digital display equipment (replace, 14 old digital displays and related accessories, install 10 new digital displays and related accessories). Train Martinsburg VAMC end users on proper use of entire system, hardware, and software. Provide all printed and digital operators manuals on related products. Scope The purpose of the project is to provide digital signage to be displayed throughout the facility and all six VA Outpatient Clinics to provide education, other important information to Veterans, visitors, and staff. The signage will be fully customizable via remote access that can be updated as often as necessary. The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW) below, except as may otherwise be specified. Brand name or equal substitute is acceptable. The digital messaging software shall include the following: Software and Licensing Requirements: One (1) Digital Software compatible digital signage player with an SD slot and contains a 4K UHD HDMI input and 4K UHD HDMI output. Or, a provide a compatible TV with integrated digital player in place of stand-alone digital signage player, with same capabilities. Software must already be approved by the VA Technical Reference Model (TRM) so that it can be installed on a VA Network. VA IT Process Request (VIPR) approved Content Management Software will reside on a VA provisioned virtual server. The IP addresses can be static or DHCP. With straight forward playlist building and content tagging, it is easy to generate weekly or daily information specific to a single display or to a group of displays. The contractor will provide training for MWV staff to use and troubleshoot the system. It must be internet-based (and/or be accessible from any internal network connection via GUI) and meet all the VA security requirements described above. Software will have the ability to provide a 24-hour, continuous news, sports, and weather feed on screen. Content will address normal workplace issues such as motivation, teamwork, safety, positive attitudes, healthy lifestyles, employee recognition, VA News, holidays, and special occasions, etc. Software must be itemized on the Specifications Menu and will not require the involvement or intervention by the VA IT staff. It must be self-sustaining and must update with new workplace content daily. Sufficient software will be provided to perform any digital display function, including: o Photo uploads, PowerPoint, Excel spread sheets, compressed video, web-based files Software provided will enable user to place content in various screen layouts and to schedule display of VA content on any date and at any time within 30 days. Subscriber must have access to and be able to add or change content from any remote location where access to the internet is available. Provider must offer an unlimited array of graphic templates for the design and display of custom feature, on-screen backgrounds, and headers at no additional cost. Provider will set no limits on the number of custom feature items available to the VA. A remote portal must be included to allow the VA Administrator to see on their desktop computer what is being displayed on the network screens at all locations. All information exchanged between Contractor and VA subscriber must be encrypted for security purposes. If internet access is interrupted, system will still play continuously from cached content. Provider must offer IT support at any time via internet or phone. Provider must offer a training video for the advantage and benefit of any VA staff member who needs training or updating on procedures. Software must be installed by a licensed, reputable contractor and approved agreement between Martinsburg VAMC and the Contractor will need to be executed. Service shall be turn-key to include all required materials, installation, and setup Provide training for facility personnel on maintenance and system programming Technical Support Retainer: The Contractor will provide network monitoring 24/7 phone support and tech dispatch access for one year after going live. The retainer will be invoiced separately. Martinsburg VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405 Tasks: Pre-Installation Services Contractor to coordinate with the primary contacts at MWV, and/or others to gain site physical access and networking credentials as required to complete the required work. Provide a high-level system design drawing of proposed work areas. Provide any physical measurements and/or documentation required for electrical or structural work necessary to accomplish the project goals. Such as missing network drops or power supplies for the new install locations. On-Site Installation Services After arriving on-site, and completing the inventory process, the Contractor will create an initial on-site plan and time schedule to comply with and work around any previously discussed customer requirements. The Contractor will layout and install all cabling and physical equipment (outlined above) in accordance with current AVIXA, and the highest AV industry standards. The Contractor should have certification by AVIXA at the APEX level or comparable certification. The Contractor will calibrate, commission, program, and fully test the system to ensure it meets all project requirements, and Government security standards. After completion of the installation and commissioning phase of the project, the Contractor will complete additional thorough system testing. A pass/fail document outlining the primary system features and required functionality will be created and will be completed in the presence of the client. Upon the successful completion of this, the client will give their Sign-off acknowledging all requirements of the project have been met. After successful completion, the Contractor will work with the MWV to schedule and conduct necessary knowledge transfer session(s) up to a total of 2hrs in length and within 2 days of project completion. Task 1 Provide 30 Digital Signage Solutions One (1) 50 , or 49 Commercial Grade 4K UHD Display rated for 24/7 with 500 Nits brightness. These monitors will be mounted on a new TAA compliant tilting mount. These displays will be mounted in place of the existing displays, and in the identified new install locations above. A Digital Media Player made by the same manufacturer of the mount will be provided to keep the player secure behind the display. Or, a provide a compatible TV with integrated digital player in place of stand-alone digital signage player, with same capabilities. Task 2 Provide 30 compatible Digital Signage Players with SD slot, Software and Licensing on-premise version One (1) digital display Software and Licensing compatible digital signage player with an SD slot and contains a 4K UHD HDMI input and 4K UHD HDMI output. The player will be updated to the latest digital display Software and Licensing compliant firmware and loaded with the Software Image. While onsite the Player will be registered to digital display Software and Licensing (on- premise version) and will display the basic layout. The player will be updated to the latest digital display Software and Licensing comparable software and compliant firmware and loaded with the Software and Licensing comparable software Image. While onsite the Player will be registered to digital display Software and Licensing comparable software Contractor (on-premise version) and will display the basic layout. Or, a provide a compatible TV with integrated digital player in place of stand-alone digital signage player, with same capabilities. Delivery All sites of installation will need to be surveyed for accurate project estimate, and exact install location (exact wall in lobby to be installed on). Work may need to be phased with time between phases to allow for minimal disruption to normal medical center operations in affected areas. Provide and install a complete and functional public digital signage display system for all locations indicated herein. Install (1) wall mounted public display monitor for each of the 24 digital signage systems Contractor shall supply all mounts, necessary screws, bolts and/or other mounting hardware for display mounting, LAN patch cables (where they may be missing), and Velcro/cable ties for neatly dressing the cabling behind the displays. Security Any approved software Contractor must agree to executing a Memorandum of Understanding (MOU) between themselves and the Martinsburg VAMC should VA OI&T department require us to obtain one. This document defines how we will communicate/resolve security breaches and/or other IT security issues that may arise. Software solutions must be able to support current and future versions of the Federal Information Processing Standards (FIPS). Travel Majority of the work described in this document is located at the Martinsburg VA Medical Center campus. There are 6 of our Community Based Outpatient Clinic s (CBOC s) that need new digital display installations. Special Material Requirements Where possible the Martinsburg VA Medical Center will be providing power and network drops for new instillations of digital displays, there may be some locations the Contractor might need to provide both.
