RFI No. W81XWH21Q0185RFI REQUEST FOR INFORMATION (RFI) Subject: �Conducting Data Quality Assessments (DQAs) at DoD/WRAIR-supported facilities through funding from the US President's Emergency Plan for AIDS Relief (PEPFAR) in Tanzania in support of Walter Reed Army Institute of Research (WRAIR), United States Army Medical Research Directorate � Africa (USAMRD-A). THIS IS A REQUEST FOR INFORMATION (RFI) ONLY ��� This RFI is issued solely for information and planning purposes.� THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A RFI. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.� All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government.� Not responding to this RFI does not preclude participation in any future RFP or RFQ, if any is issued.� � 1.0 DISCLAIMER: This RFI is issued solely for market research information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. � 2.0 SUBJECT: �WRAIR is conducting market research to assess commercial availability of NON-PERSONAL SERVICES for Conducting Data Quality Assessments (DQAs) at DoD/WRAIR supported facilities in Tanzania 3.0 OBJECTIVE: The objective of this requirement is to conduct DQAs for DoD/WRAIR-Tanzania-supported,� ������ PEPFAR-funded HIV/AIDS programs in the Southern Highlands regions of Mbeya, Rukwa, Katavi, Songwe, ������ Ruvuma as well as all the Tanzania Peoples Defense Forces (TPDF) facilities countrywide. The contractor shall ������ meet the following objectives: Introduce a component of triangulation between program data and other data sources (surveys, research, National routine data systems, UNAIDS Estimates etc.) Introduce SWOT analyses to identify strengths, weaknesses, opportunities and threats at all levels of data collection, management, reporting and use within the DoD/WRAIR-Tanzania programs. Produce comprehensive technical DQA reports that have recommendations on technical steps to be taken to improve data quality, reporting, and use. Improve the accuracy and reliability of future data submissions to the DoD/WRAIR, PEPFAR and the Ministry of Health (MOH). Use and integrate CQI and QA (Quality Assurance) methodology at the site level to address barriers; identify and remediate bottlenecks and improve quality of data and eventually services and the client experience. 4.0 DESCRIPTION: �The contractor shall support the DoD/WRAIR-Tanzania team located at the United States Mission in Dar es Salaam with ensuring the accuracy of reported accomplishments and any other activities related to data quality, reporting and use, by conducting external DQAs specified in the COP guidance and approved in the annual Tanzania COP at facilities supported by funding from PEPFAR. Specifically, the contractor shall provide experienced, technical support for assessing the quality of data for PEPFAR-funded HIV/AIDS programs in the Southern Highlands regions of Mbeya, Rukwa, Katavi, Songwe, and Ruvuma as well as all the Tanzania Peoples Defense Forces (TPDF) facilities countrywide. The DQA process will include preparation, methodology review, desk review, field review, documentation, and a mitigation plan to address data limitations as needed. This requirement is based on DoD/WRAIR�s current mission needs in Tanzania, as the mission changes, the needs may increase or decrease. NAICS Code: 541714 ???????4.1�Specific Tasks / Requirements 4.1.2�In support of the Objectives identified in Section 6.1, the contractor shall: Conduct DQA Visits: After comprehensive planning in conjunction with DoD/WRAIR-Tanzania staff, the contractor shall conduct site visits to review clinic charts, patient cards, registers, reports, databases and logs to assess if recording, storing, processing and reporting of data meets all dimensions of quality as defined in the PEPFAR MER Guidance and MoH Tanzania HIV/AIDS Data Quality Guideline, while following strategies approved in the annual work plan and quarterly work plan updates. 4.1.3�In support of these DQAs, the contractor shall: Conduct quarterly DQA visits to sites for the DoD/WRAIR Civilian Program and all sites for the DoD/WRAIR Military Program as well as conducting follow up visits for sites that score poorly. The results of follow up visits will be compared against baseline DQA findings�used to measure the changes in data quality. Provide recommendations and work with DoD/WRAIR-Tanzania Implementing Partner program staff to address gaps and develop improvement plans for M&E system and Data Quality at Program, Regional, District, community and site levels. 4.1.4�In support of DQA Visits, the contractor shall adhere to the following reporting requirements: Submit a completed Data Quality Review Tool (softcopy) with findings of the DQAs to the COR and DoD/WRAIR Activity Manager immediately following each program/site visit. Generate a site visit report immediately following each visit, which will be shared with the COR, DoD/WRAIR Activity Manager and the facility being visited. Submit a comprehensive feedback on the status of visited sites via email to the COR and the WRAIR Activity Manager on a monthly basis. 5.0 RESPONSE INSTRUCTIONS:� ��Potential Respondents shall describe in a Capability Statement their experience and how they would propose to successfully performing the services, assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. 6.0 CONTACT INFORMATION:� All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to Flodean.p.billings.civ@mail.mil no later than 10:00 a.m. E.T. on 05 August 2021.
