- PURPOSE: This is a Sources Sought Notice for market research purposes only. This is not a solicitation or request for proposals, proposal abstracts, or quotations and does not commit the Government to issue a solicitation, make an award, or reimburse respondents for any costs associated with responding to this notice. The Government will treat each response submitted in confidence. INTRODUCTION/BACKGROUND: The mission of the U.S. Department of State (DoS) is to advance the interests of the American people, their safety and economic prosperity, by leading America�s foreign policy through diplomacy, advocacy, and assistance.� The Bureau of Overseas Buildings Operations� (OBO) mission is to provide safe, secure, and functional facilities for the conduct of U.S. diplomacy and the promotion of U.S. interests worldwide.� �In support of the mission OBO directs the worldwide overseas buildings program for DoS and the U.S. government community serving abroad under the authority of the Chiefs of Mission.� OBO manages and supports the full building life cycle including design, construction, acquisition, maintenance, use, and sale of over 30,000 real properties and the use of sales proceeds.� OBO�s primary role in the building life cycle is that of an �owner� reviewing and managing the quality and completeness of work performed by contracted architects, engineers, construction specialists and maintenance specialists supporting design, design-build, build, rehabilitation and operation/maintenance projects. OBO�s Information Resource Management (OBO/RM/EX/IRM or �IRM�) Division is responsible for ensuring that the Bureau�s programs make full and appropriate use of information technology. It supports the increased use of leading-edge technology to enable the Bureau to carry out its mission better, with improved products and services at the lowest cost.� The Division oversees and manages the computer hardware, software, services, networking and telecommunications, and other information technology (IT) for the Bureau and works with the Department�s Office of Information Resource Management (DoS/M/IRM) for enterprise IT.� IRM is interested in industry�s capabilities in providing a single solution or suite of solutions to support requirements for managing OBO�s Design Criteria content.� The solution must provide capabilities to organize, archive, retrieve and update Design Criteria content which is comprised of structured and unstructured data, images, supplemental documents, and support content management workflows.� The solution must support over 50 primary users (edit, update, etc.) and 3,000 secondary users (read access to published content) including OBO staff and support contractors in the Washington DC region as well as OBO staff and construction contractor teams globally.� OBO currently uses SharePoint to support some of these functions.
