Description
The purpose of this Sources Sought Notice is to identify capable sources for the requirements outlined in the description below and the attached �Draft� Bill of Material (BOM) and determine if the Government can reasonably procure all of these requirements with one solicitation or if the Government has to procure components of these requirements with multiple solicitations. The Government is equally interested in both full and partial responses, therefore partial responses are encouraged, as long as the capable source provides an explanation regarding their inability to provide a complete response and clearly documents which component capabilities of these requirements it can provide. so� This notice does not constitute a solicitation or a promise to issue a solicitation in the future. No solicitation is available at this time. Requests for a solicitation will not receive a response. All information submitted in response to this notice is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any costs incurred in developing information provided to the Government. This notice is issued solely for informational and planning purposes.� 1. Description of Desired Capabilities The NASA Shared Services Center�s requirement consists of the following desired component capabilities: FireEye Software License Renewals and Additional Licenses FireEye Hardware and Related Renewals and Maintenance FireEye Training Services (Instructor Led) FireEye Deployment/ Consulting Services FireEye Subject Matter Expert Staff Augmentation Services The place of performance for all electronic deliverables and services rendered is Kennedy Space Center, Merritt Island, Florida. The place of performance for all physical hardware deliverables is Johnson Space Center, Houston, Texas, and Ames Research Center, Moffett Field, California. The attached draft BOM includes an abridged description of the anticipated requirement component capabilities. Line item quantities are provided for the Base Period only to provide sources with an estimated size and scope for the requirement as currently anticipated.� The draft BOM also includes abridged service descriptions/OEM Line Item Numbers for the service-type component capabilities listed. This requirement is subject to change if any solicitation arises from this Sources Sought Notice. FireEye supports cyber security reporting and tracking of malicious software across the entire agency.� NASA intends to update its current FireEye endpoint defense, forensic investigation, and central manager architecture to protect against blended, advanced attacks that use various tactics, techniques, and procedures (TTPs) including zero-day exploits on NASA workstations and servers.� The service-type component capabilities are in support of the successful deployment and operational support of the FireEye integrated software and hardware solution. 2. Type of Acquisition To secure a multi-year acquisition for Endpoint, Threat, Detection, and Response (ETDR) Services needed to maintain performance and continue use of NASA�s FireEye software/hardware deployment.� The government envisions that the resultant acquisition will incorporate up to four (4) option periods in addition to the base year, if practicable, and intends to discover with this Notice whether industry can accommodate option pricing.� Capable sources� responses will not be negatively considered should options not be provided, provided explanation thereof is offered (i.e. if FireEye does not allow more than a three-year period of performance for software).� 3.�� Submission Instructions Responses from small businesses and small, disadvantaged business firms are highly encouraged and will allow the government to determine if a set-aside is possible if a solicitation arises from this sources sought.� Capable sources should indicate if they are a small business, a HUBZone small business, a service-disabled veteran-owned small business, a woman-owned small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution.� All capable sources must indicate in their responses their ability or inability to satisfy each of the component capabilities of the requirement as provided in the draft BOM.� Any virtual performance of service-type components must be identified as such in the response.� The Government has determined the applicable North American Industry Classification System (NAICS) code applicable to this requirement is 541519 � Other Computer Related Services (exception 18- Information Technology Value Added Resellers), has been selected for this requirement.� The small business size standard for this NAICS code is 150 employees. If a capable source finds reason to believe another NAICS code to be more appropriate for this requirement (or any component capability therein), they shall provide their suggested NAICS code in their response.�� Capable sources shall include the following with their response: 1.� A cover sheet with the following information must be included with a statement of capabilities: (a) Company name and address (b) Business size and type (c)� NAICS Codes (d)� Responsible Point of Contact, including email and phone number (e) A list of Government-wide Acquisition Contracts (GWACs) or Federal Supply Schedules your company currently has, if any (f)� �Documentation or proof that company is a FireEye authorized reseller (g) �An explanation regarding the Offeror�s inability to provide a complete response (if applicable) 2.� Capabilities Statement that includes a brief description highlighting their firm�s abilities to respond to each of the component capabilities (in accordance with each they are indicating responsiveness to).� This shall include a short summary of their reseller relationships, relevant company certifications, and reseller status credentials, and any other information believed to be pertinent to responding to this Notice. �Responses to this Notice must be submitted in writing via email to taylor.j.dufrene@nasa.gov and tammy.l.mciver@nasa.gov. �Proprietary information should be marked accordingly. �Responses must be received by 21 July 2021, 1400 hours, Central Daylight Time.
