Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Riegl USA, Inc upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Remote Sensing/GIS Center of Expertise (RS/GIS CX) in Hanover, NH has a requirement for a Contractor to repair their existing Riegl VUX-1UAV laser scanner mounted to an unmanned aerial system (UAS) that was damaged during a recent flight.� Specifications: The primary aspect of this requirement is to provide repair and maintenance services necessary to bring CRREL�s non-operational VUX-1UAV system to full functionality. The services necessary include but are not limited to the following: � � �Disassemble the instrument � �Replacement of defective lens for VUS-SYS camera, Zeiss 21mm / F2.8 Loxia lens � �Readjust the optical alignment of the range finder unit � �Upgrade the instruments hardware � �Upgrade the instruments firmware � �Climate chamber test and readjustment of sensor calibration � �Prepare system for and complete test flight of sensor � �Processing of acquired scan data � �Calculation of boresight calibration parameters � �Prepare the system calibration protocol � �Prepare the service protocol and test certificate � �Ensure full functionality of the APX-20 IMU Riegl USA, Inc is the only source reasonably available to satisfy the Government�s requirement. CRREL owns and operates multiple small unmanned aerial systems (UAS) with integrated lidar sensors for the acquisition of high resolution, high accuracy point cloud data. The VUX-1UAV sensor payload owned and operated by RS/GIS CX was recently damaged during an uncontrolled hard landing when the UAS carrying the sensor experienced a motor failure. Currently the VUX-1UAV is non-operational yet is needed for the fulfillment of ongoing and future research projects. � Riegl USA is the manufacturer and holds all proprietary and intellectual property rights for their equipment. As such, no other vendor is authorized to make the necessary repairs to CRREL�s existing VUX-1UAV sensor without voiding the validity of the existing warranty. �These services are vital to enable the unit system to take accurate LiDAR measurements and function seamlessly while deployed in field experiments alongside other interoperable Riegl equipment.� The associated North American Industry Classification System (NAICS) code is 811219 which has a size standard of $22M. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 21 July 2021 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications. �� � �
