Description
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Harting Associates, 4972 Benchmark Centre Drive, Suite 200, Swansea, IL 62226. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the EAPro 360 clinical custom software.� No other source has been identified who can provide the requirement listed below. The requirement is for the procurement of annual EAPro 360 clinical software for Employee Assistance Service documentation from Harting Associates (vendor).� �EAPro 360 is a uniquely customized software with privacy protections for NIH�s Employee Assistance Program (EAP) clinical documentation.� Harting provides individual customization, installation, data conversion, software testing, training and software support along with unique enhanced reporting to give the NIH�s EAP the ability to create critical reports to meet the needs of the diverse and complex requirements of the NIH workforce.� The vendor�s management and reporting tools may be used to effectively validate the impact on NIH�s employees.� It is endorsed for use by the national Employee Assistance Program Association (EAPA) and is not offered by other software vendors. This notice is not a request for competitive quotes.� Harting Associates is the manufacturer.� Only the software manufacturer can provide the software and ongoing maintenance and service.� However, any party that believes it can provide the EAPro 360 clinical software as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another organization�has the capability to meet this requirement.
