- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE MODIFICATION TO CONTRACT 12639519D0033 TO BCS, LLC TO PROVIDE Asian Longhorned Beetle (ALB) surveys in Massachusetts. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to award a sole source modification to 12639519F0033 under the statutory authority permitting Other than Full and Open Competition 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(a)(2), to BCS, LLC. BCS, LLC competitively acquired the current contract for pest survey support services for the ALB program in Massachusetts. The intent of this sole source is to add units not originally contemplated when the contract was originally competed. The additional units are level 3 units within the regulated area. The ALB program did not plan to survey these units since they are outside of the initial established protocol of 1.5 miles radius of any infested trees. The data team and the researchers from Forest Service, have presented new data using risk modelling tools. It has been determined that in order to have a higher percentile of confidence to eradicate ALB, it is pertinent to survey these additional areas. These areas were not initially priced out on the contract but the prices are comparable to similarly sized units. Please see attached justification for more details. This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
