Request for Information Common Hardware System -5th Generation Contract Value: $3.9B ceiling������������������������������������������������������������������������������������������� This REQUEST FOR INFORMATION (RFI) is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for a claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a contractor's submission of responses to this announcement or the Government's use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Purpose: The United States (US) Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MD is seeking feedback from industry to determine whether there are small or other than small businesses capable of providing the commercial items necessary to fulfill CHS-5 Contract requirements. Responses to this RFI will be used for market research purposes only. The CHS-5 Contract, W15P7T-18-D-0008, was awarded on 25 August 2018 to Large Business General Dynamics Mission Systems (GDMS), cage code 67032. The requirement was competed based on full and open competition. Requirement information is set forth below. Responses to this RFI will be used for market research purposes only on an already awarded contract and is strictly to meet the FAR Part 10 requirement of continuous market research. Pursuant to FAR Part 10 (Market Research), the requiring activity is requesting that sources capable of satisfying CHS-5 Contract requirements respond to the following questions: 1) Are you capable of providing commercial items that meet the requirements set forth in the CHS-5 PWS? If your response is ""Yes,"" please provide supporting documentation to include previous contracts. 2) Are you capable of fulling CHS-5 Contract requirements that may include the procurement of an average of approximately 60,000 items a year and the delivery of approximately 125 orders a year? If your response is ""Yes,"" please provide supporting documentation to include previous contracts. Please reference the CHS-5 PWS for additional information on hardware requirements. 3) Are you capable of supporting requests to ruggedize items at various levels and/or to configure items that are managed by the contractor, General Dynamics Mission Systems, Inc. (GDMS)? If your response is ""Yes,"" please provide supporting documentation to include previous contracts. Please reference the CHS-5 PWS for additional information on the ruggedization of equipment orderable on the CHS-5 contract. 4) Are you capable of fulling CHS-5 Contract requirements by supporting items purchased with warranties? If your response is ""Yes,"" please provide supporting documentation to include previous contracts. Please reference the CHS-5 PWS for additional information on the warranties available for equipment orderable on the CHS-5 contract. Requirement Information: The CHS-5 Contract currently provides commercial hardware [i.e. Non-Developmental, modified commercial off the shelf (COTS) items (i.e. ruggedized and militarized)] and services for the procurement of total life cycle system management solutions in support of tactical programs by providing seamless and consolidated procurement of Commercial Information Technology (CommIT), customizable sustainment strategies, non-personal services and continuous technology upgrades for a variety of military organizations utilizing Firm Fixed Price and Cost Plus Fixed Fee (Term and Completion Type) Delivery and Task Orders issued against a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The CHS-5 Contract consists of a set of integrated Command, Control, Communications, and Computers (C4) mission equipment, which will improve interoperability and connectivity on the battlefield by providing state-of-the-art common hardware components and associated peripherals to meet developmental and fielding needs under the CHS program. Hardware will be available in four versions: V1 non-ruggedized, V1+ minimal ruggedization, V2 ruggedized and V3 near military specification. In addition, the Product Lead Common Hardware System (PdLCHS) program provides worldwide repair, maintenance and logistics support through its Regional Support Centers (RSCs). All items to be ordered off of the CHS-5 Contract fall under one of the following categories: V1 - Commercial Off the Shelf (COTS) V1+ - COTS ruggedized to meet survivability requirements V2 - COTS modified/ruggedized to meet survivability and environmental requirements on battlefield V3 items - COTS modified/ruggedized for extreme battlefield conditions Operational Transit Case (OTC) - enclosure designed to incorporate commercial hardware including V1 through V2 servers, routers, etc. and be functioning while in motion. Instructions:� All material submitted in response to this RFI must be unclassified. Responses to this RFI should be submitted by 5:00 p.m. EST on July 21, 2021.
