Description
The U.S. Department of Energy (DOE) has a requirement for obtain Contractor Design-Build (DB) services to implement DOE recommendations in order to obtain recertification of the water tower in accordance with the American Water Works Association (AWWA). The work will be at the DOE Germantown Facility located in Germantown, Maryland.� The vendor shall provide all labor, materials, equipment, and supervision as required to perform the work as described in the Performance Work Statement (PWS).� The design-build work shall include updating the Federal Aviation Administration (FAA) lighting system on the water tower, replacing valves in the concrete valve pit below the water tower, and providing variable speed drives for pumps in the Boiler House to maintain water pressure for the interim condition while the water tower is out of service. Training shall be provided to plant personnel on operation of the temporary variable speed drives. It is anticipated that the resulting award will be a Firm-Fixed Price contract. The anticipated period of performance will be for approximately 271 days.� The design phase of the project shall take approximately 91 calendar days. The construction phase shall take 180 calendar days from the Government�s acceptance of the final design submission. The NAICS code is 237110 - Water and Sewer Line and Related Structures Construction See Appendix A for official definition.� The vendor shall review and comply with the attached relevant Wage Determinations as set forth by the Davis Bacon Act for Construction Services. All contractor personnel performing the work on the DOE site must be a U.S. citizen. Vendor System Registration Requirements System for Award Management (SAM) In order to do business with the Federal Government, Proposals must be registered at the System for Award Management (SAM) at https://www.sam.gov at the time an offer or Proposals is submitted in order to comply with the annual representations and certification requirements in accordance with the Federal Acquisition Regulation (FAR) 4.1102.� An active SAM account is required at the time of award.� There is no fee to register at SAM.gov. Submitting a Proposal via FedConnect For this RFP, vendors must submit proposals to the DOE using FedConnect.net, the vendor portal, at https://www.fedconnect.net/fedconnect/.� There is no fee to use FedConnect. Vendors will need to register via the FedConnect website prior to submitting Proposals.� Instructions on how to create an account can be found by clicking on �Contact FedConnect Support� under �Need Help?� of their home page and reviewing the information provided under �Vendor Registration.�� In addition, vendors can find help on how to submit their Proposals electronically by accessing the help document �FedConnect 3.0: Ready, Set, Go! Tutorial� at https://www.fedconnect.net/FedConnect/Marketing/Documents/FedConnect_Ready_Set_Go.pdf.� Technical assistance can be obtained by e-mailing the FedConnect Help Desk at fcsupport@unisonglobal.net or calling 1-800-899-6665. Vendors must only use FEDCONNECT to submit their Proposals. Vendors are encouraged to periodically check FedConnect to ascertain the status of any amendments and review the answers to questions as hard copies will not be distributed. The only method by which any term of this solicitation may be amended is by a formal amendment generated by the issuing office and disseminated through FedConnect. �No other communication, whether written or oral will amend or supersede the terms of this solicitation. Walk-through/ Site Visit Attendance at the Site Visit is optional but highly recommended for this RFP. Note, due to the COVID-19, social distancing at a minimum of six feet will be enforced to ensure the safety of all participants at all times.� Facemasks are encouraged. Vendors must confirm their attendance for the site visit by sending an e-mail directly to the designated Contract Specialist, Steven Sylvester, at Steven.Sylvester@hq.doe.gov or via the FedConnect Message Center in advance of their intent to attend the site visit no later than 12:00 P.M. Eastern Daylight Time (EDT) on Monday, July 19, 2021. Vendors are not required to participate in a site visit prior to the submission of proposals but it highly recommended.� The site visit will be conducted at 12:00 P.M. EDT on Thursday, July 22, 2021 at the following location: DOE Germantown Complex 19901 Germantown Rd (Route 118) Germantown, MD 20874 Only firms who e-mailed their confirmation will be permitted on-site to attend the walk-through.� Attendance at the site-visit shall be limited to no more than two (2) attendees per firm. �Only U.S. citizens with proper identification shall be permitted to attend the site visit. Submitting Questions via FedConnect Questions may be entertained during the site visit.� However, all questions that arise outside of the site visit concerning this solicitation must be submitted via FedConnect, by 12:00 P.M. EDT, Monday, July 26, 2021, to allow a reply to reach all prospective Offerors before the submission of their proposals.� Any questions received after the due date or transmitted by any method other than FedConnect Message Center (unless authorized by the Contracting Officer) may not be answered prior to the Proposals due date and time.� Each question should clearly specify the solicitation area to which it refers.� The Government shall not respond to questions submitted by telephone, e-mail addresses other than those mentioned in this cover letter, or in person at any time outside of the site visit. Proposals Submission Deadline Proposals submittal and all other required documents must be submitted in accordance with the instructions of this RFP. �Failure to submit the aforementioned information correctly may make your offer non-responsive, and it may not receive consideration for award. Proposals are required to complete and submit page 2 of the Standard Form (SF) 1442 of the RFP, and the Pricing Worksheet.� Also, vendors are required to submit a capabilities statement with relevant experience pertaining to the requirement and a completed price sheet/Proposals, addressing all and each area listed in the Pricing Worksheet.� See Attachment 2. See the Section M � Evaluation Factors for Award of the attached RFP for complete instructions. Proposals must be received by DOE through the FedConnect website NO LATER THAN 12:00 P.M. EDT on Wednesday, August 4, 2021.� It is highly recommended that vendors submit their Proposals at least 24 hours prior to the closing date and time.� Proposals shall be valid for no less than 90 days. Any firm responding to this request for Proposals is solely responsible for all associated cost.� This request does not commit the Government to award a contract nor to pay cost incurred in the submission of a Proposals or costs incurred in making necessary studies or designs for said services or supplies. Discounts Proposals are encouraged to propose discounts. Award Information An award will be made to the firm whose Proposals is the lowest price and is considered technically acceptable (LPTA). The chosen vendor must submit a DOE HQ Work Permit for review and approval prior to the commencement of any work activities.� The DOE intends to make an award by Friday, August 20, 2021.� The Government intends to award a contract for this requirement. Important Dates The following important dates for this RFP are as follows: Monday July 19, 2021 by 12:00 PM, send an e-mail to Steven.Sylvester@hq.doe.gov, Contract Specialist, of your intent to attend the site visit.� Include a list of attendees.� All attendees must be U.S. citizens. Thursday, July 22, 2021 at 12:00 PM, non-mandatory site visit at DOE Headquarters located at 19901 Germantown Road, Germantown, Maryland 20874.� Please meet at 10:00AM at the Presentation Area as shown in the DOE Germantown Maps Attachments. Monday, July 26, 2021 by 12:00 PM, submit questions concerning this solicitation through FedConnect. Wednesday, August 4, 2021 by 12:00 PM, submit Proposals to DOE via FedConnect. Friday, August 20, 2021, anticipated award date.
