Page 2 of 2 Page 2 of 2 36C24221Q1165 SPECIAL NOTICE NOTICE OF INTENT TO AWARD SOLE SOURCE Phillips Pinnacle Server Upgrade East Orange VAMC The Department of Veterans Affairs, Network Contracting Office NC02 in conjunction with the East Orange VA Medical Center, 385 Tremon Avenue, East Orange, NJ 07018, Neurology Department intend to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 541519 with a SDVSOB size standard of $30.0. The VA intends to solicit and negotiate with Four Point Technologies for Phillips Pinnacle server upgrade. This contract will be a Firm Fixed Price sole source. The East Orange VAMC requires a Philips Pinnacle Radiation Oncology Treatment Planning Server Upgrade. The Philips Pinnacle Radiation Oncology Treatment Planning system is comprised of a Server and six workstations networked using Sun Oracle Thin Clients. This system is the primary clinical Radiation Oncology Treatment Planning system. If the system goes down, the site loses all ability to develop treatment plans for Radiation Oncology patients and all patients would be referred to Community Care at an undue financial burden on the facility. The existing Server needs to be upgraded since the current Server was EOL on December 2020. This upgrade cannot be provided by any other vendor and still retain operation of the existing system. The infrastructure for the Philips Radiation Pinnacle Oncology Treatment Planning system is already in place, including six individual workstations networked to the server with Sun Oracle Thin Clients. The server is the core of the system. Other persons may identify their interest by responding to this requirement by Monday, July 19, 2021 at 10 am EDT. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
