- DESCRIPTION: The National Institutes of Health � NIAAA intends to procure the services of a contractor to provide �ChemDraw� for professionals- a PerkinElmer Informatics Software.� This software is exclusive to PerkinElmer and offers the ability to read and write a wide variety of chemical file formats including spectra and reactions.� It provides chemical query properties, the ability to create and edit templates, annotation, relative stereochemistry, ISIS/Draw Compatibility, support for ISIS-style Data SGroups, chemical file formats, expansion of generic structures, TLC and Gel Electrophoresis Plate Tools� A chemistry drawing software is required for members of SMC /LPS. A perpetual software in theory does not expire and does not require yearly renewal. This is a unique software system from Perkin Elmer with multiple applications in drug discovery and chemistry and compatible with MS office. ChemDraw Direct is a HTML5/JavaScript implementation of ChemDraw that enables developers to embed chemical drawing and intelligence functionality into any web based application. ChemDraw Professional is used to quickly and effectively draw molecules, reactions and biological entities and pathways for use in documents and electronic lab notebooks; to search databases, now including SciFinder; and to generate accurate names from structures and to predict properties and spectra. ChemDraw Professional is the complete drawing tool of choice for chemists and biologists to create publication-ready, scientifically intelligent drawings for use in ELNs, databases and publications and for querying chemical databases, now including SciFinder�. A single drawing solution that both chemists and biologists can trust to accurately handle and represent organic, organometallic and polymeric and biopolymer materials (including amino acids, peptides and DNA and RNA sequences) and to deal with advanced forms of stereochemistry. Chemists can use ChemDraw Professional to draw and submit chemical compound and reaction searches direct to SciFinder, with no more time-consuming cutting and pasting. Scientists can quickly, effectively and accurately communicate research and ideas using an extensive set of biological templates and drawing objects to create compelling illustrations of cells and pathways, including live chemical objects as needed. Scientists save time and increase data accuracy by using ChemDraw Professional to predict properties, generate spectra, construct correct IUPAC names, and calculate reaction stoichiometry. Find compounds (structures) of interest more quickly and accurately no matter the type of chemistry/type of structure. Better results from searches and less time spent searching creates more time for science. ChemDraw is the world�s leading scientific drawing program. Hundreds of thousands of users benefit from its ease of use, high quality output, robust chemical intelligence, rich set of biological tools and integration in the ChemOffice Professional suite and with many third party products. � This proposed procurement is for a software for which the government intends to solicit and negotiate on a sole source basis to PerkinElmer.� In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below. The proposed contract action is for a proprietary (software) service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. �However, interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes but all quotes received within the time and date of publication of this "" Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 10:00 am, ET, July 26, �2021. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. This announcement constitutes the only solicitation and a separate written solicitation will not be issued.� This solicitation number is HHSNChemDraw071221 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-05.� The North American Industry Classification (NAICS) Code is 518210.� However, this solicitation is not set aside for small business.
