SOURCES SOUGHT # 70Z0G1-21-S-PRV162, REPAIR EATONS NECK LIGHT (FY21), CG ANT LONG ISLAND SOUND, NORTHPORT, NEW YORK�(SUFFOLK COUNTY) PSN #7332071 SOURCES SOUGHT:� THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT.� No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.� In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted.� The applicable North American Industry Classification System (NAICS) code is 238140, Masonry Contractors, with a small business size standard of $16.5 Million. The estimated value of the procurement is between $1,000,000 and $1,500,000.� Performance and/or Payment bonds will be required.� � The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform the following work: Scope of work for this project includes extensive repairs at Eaton�s Neck Light, built in 1798, with significant alterations in 1858 and 1868. The project includes repairing brownstone, repointing, specialty coatings, window repairs, lantern repairs, metal work, roofing, electrical repairs, interior abatement, and painting. Electrical work includes removing electrical panel board and providing new panel board with main circuit breaker.� A replacement service rated electric meter with main disconnect & overcurrent protective device will be provided. Repairs at vestibule include abatement of asbestos containing material (ACM), including gypsum board at interior walls/ceiling, and floor tiles.� Interior finishes will be replaced with moisture resistant gypsum board at walls/ceiling, and vinyl composition tile & base at floor.� Wall mounted objects which are abandoned in place and/or not in use will be demolished.� The asphalt shingle roofing, self-adhering bituminous membrane & underlayment at vestibule will be demolished and replaced, along with the exterior trim.� ACM found in paint/plaster on exterior wall of vestibule will be removed, brickwork will be repointed and coated with a mineral silicate coating to match existing. At the lighthouse interior lead based paint (LBP) was found on the existing cast iron grey spiral stair & stair landings. Dust, dirt, feathers, dead birds, & guano will be removed from stair & stair landings.� Stairs will be treated for rust as required to prevent future rusting, then will be primed & painted with an encapsulating sealant.� ACM was found on the interior brick walls of the lighthouse window wells.� Loose paint/plaster will be removed and the brick will be coated with a mineral silicate coating.� All interior masonry at the interior masonry lighthouse tower will be cleaned and coated with a mineral silicate coating. At the exterior of the lighthouse cast iron surfaces, including decks, ladder, landing, railings, cast iron watch deck panels, cast iron cornice, and other exposed iron surfaces will be cleaned, primed and painted. Existing damaged brownstone will be patched and cracks in mortar joints will be repointed. Cast iron windows (5) will be repaired, glass will be re-glazed, rust will be removed, hardware repaired and broken components fixed.� At lantern, a replacement copper lightning rod, threaded stainless steel tension rod, and nut will be provided.� Cast iron cornice will be repaired.� At lantern deck replacement bronze astragals will be provided where existing astragals are bent at windows and existing lantern glazing will be re-glazed. Upon review of market research results a Request for Proposal (RFP) will be issued at https://sam.gov/.� The Government contemplates the use of a �Best Value� solicitation where award will be made to the responsible Offeror whose offer, conforming to the Request for Proposal, offers the best overall value to the Government, technical factors, past performance, and price factors considered. The project period of performance is estimated to be 180 calendar days.
