Description

The Naval Air Systems Command (NAVAIR) Patuxent River, MD anticipates issuing a modification for the incorporation of multiple Engineering Change Proposals (ECPs) and Technical Directives (TDs) to complete Bahrain aircraft configuration requirements, to cover items such as: updating the Global Positioning System, radio, transponder, target sight system, radar warning system, and paint scheme for the Kingdom of Bahrain. In relation to the above mentioned items, limited non-recurring engineering and recurring engineering support will be needed to support the TDs, supply data, publications, spares/support equipment, and the applicable installation plan. A firm fixed price modification under contract N00019-17-C-0030 is being contemplated, which will be funded with Kingdom of Bahrain funds.� This action will be negotiated and awarded on a sole source basis with Bell Helicopter Textron, Inc. (BHTI), Texas, in accordance with FAR 6.302-4 �International Agreement�.� This notice is for information purposes only. Post-Award Synopsis The Naval Air Systems Command (NAVAIRSYSCOM) awarded a�modification contract with a Fixed Price Incentive (FPI) CLIN in the amount of $692,309 and a Cost-Plus Fixed-Fee (CPFF) CLIN in the amount of $743,936 to Bell Textron, Inc. for the procurement of unique modifications and Paint for the Kingdom of Bahrain AH-1Z aircraft. �Funds in the amount of $1,436,245 were obligated at the time of award.� This effort was synopsized on 19 March 2020 under notice number N00019-17-C-0030 P00xxx. This procurement was awarded in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(4), as implemented by the Federal Acquisition Regulation (FAR) 6.302-4 �International Agreement.� This effort was fully funded by the Foreign Military Sale (FMS) case. FAR 6.302-4(a)(2) dictates that Full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government.� As such, this procurement is not intended for full and open competition.
