- REQUEST FOR INFORMATION (RFI) Food Service Requirements � THIS IS A REQUEST FOR INFORMATION (RFI) ONLY � This RFI is issued solely for information and market research purposes � it does not constitute a Request for Proposal (RFP) or an obligation to issue a RFP in the future. No solicitation is available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This notice is for market research purposes only and is not indicative of a full requirement. There is no basis for claims against the Government as a result of information submitted or demonstrations provided in response to this RFI.� BACKGROUND: �A continuing need is anticipated for the food service requirements across the Army. The Army is currently awarding a Single Award, Task Order contract (IDIQ) contracts with 5-Year ordering periods. Below is a brief summary of the food service requirements currently being reviewed that should be considered when creating your responses to this RFI.� Full Food Services: Those activities that comprise the full operation of an Army dining facility. It includes, but is not limited to, requisitioning, receiving, storing, preparing, and serving of food. Also, included is the performance of related administrative, custodial, and sanitation functions. Dining Facility Attendant Services: Those activities required to perform janitorial and custodial duties within dining facilities. It includes, but is not limited to sweeping, mopping, scrubbing, trash removal, dishwashing, waxing, stripping, buffing, window washing, pot and pan cleaning, and other sanitation-related functions. Cook Support Services: Those activities requiring contractor cooks to perform the preparation, cooking, serving or storage of prepared food items for later usage. �Contractor cooks will provide cooking services. �Supervision of cooks is provided by the contractor. PURPOSE OF THIS RFI: �To request information from potential offerors that will assist in exploring innovative and cost effective contractual solutions to provide the services described herein. � While not a firm cutoff, providing responses to this announcement no later than 12:00pm CDT on 22 July 2021 will facilitate planning and ensure your response receives maximum consideration. �Only electronic submissions will be accepted. � In response to this RFI, please provide: 1. �A company profile to include name of your firm, point of contact, phone number, email address, CAGE code. �Respondents must also indicate whether they qualify as a State Licensing Agency (SLA), Small Business, SDB, 8(a), EDWOSB, WOSB, HUBZone, or SDVOSB. � 2. �One Course of Action (COA) under review is establishing a Multiple Award contract vehicle for all Food Service requirements. Task orders would be competed and awarded from a base contract. Seeking feedback on this COA, and any other COAs that you would suggest. Please provide supporting rationale to support all feedback. � 3. Other opportunities for improvement being reviewed are: a.�� �Flexibility in contracts to open/close DFACs. b.�� �Current solicitation/contractual documents, reporting requirements, PWS, Tech Exhibits/Attachments.� 4. Suggestions for industrial engagements reviewing internal contracting processes (e.g., contract type, evaluation criteria, standardized cost/price proposal, forecasted headcounts, banding).� 5. Seeking alternate solutions to providing nutrition to Soldiers without using DFACs. 6. Any benefits or interest in establishing a Pre-Award site visit. Currently, photos of the dining facility are provided as part of the solicitation. Seeking alternate solutions that will provide the most benefit to offerors. 7.�Identify any condition or action that may have the effect of unnecessarily restricting competition with respect to this acquisition. �Please contact the MICC Advocate for Competition, Scott Kukes at email: �scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. �Include the subject of the acquisition, this announcement, and the MICC POC information from the notice on https://beta.sam.gov. �Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. The government is not seeking a capabilities package in your response. Please focus responses to the government COA mentioned above and provide alternate COAs and solutions to the other requests in this RFI.� All responses should be limited to no more than 15 pages in length, single spaced, and 12 font minimum. No particular format is mandated. �The Government prefers that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. �The responses shall be sent by email to the following: Karina Haddix - Contract Specialist at email: karina.s.haddix.civ@mail.mil and� Samuel Colton - Contracting Officer at email: Samuel.j.colton.civ@mail.mil.
