Amendment: 01 Fleet Readiness Center Aviation Support Equipment (FRCASE) Maintenance, Repair, and Overhaul Support Notice Type: Sources Sought / Industry day notification Solicitation: N68520-21-R-0021 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Your response to this RFI will be treated as information only and will not be used as a proposal. DO NOT SUBMIT ANY CLASSIFIED INFORMATION WITH YOUR RESPONSE. No entitlement to payment, of direct or indirect costs, or charges to the Government will arise because of a contractor's submission of a response to this announcement or the Government's use of such information. The information provided may be used by the Government in developing its acquisition strategy and performance work statement /statement of objectives and performance specifications. Interested parties are responsible for marking proprietary or competition sensitive information contained within their response. Not responding to the RFI does not preclude participation in any future solicitations. The information provided in this RFI is subject to change and is not binding on the Government. This RFI is for market research and planning purposes only. It is the intent of the Government to host an industry day outlined below. Contractors are encouraged to inform the Government of any potential barriers that inhibit competition. THE RESULTS OF THIS SOURCES SOUGHT WILL BE UTILIZED TO DETERMINE IF ANY SMALL BUSINSS SET-ASIDE OPPURTUNITIES EXIST. ALL SMALL BUSINESS SET-ASIDE CATEGOREIS WILL BE CONSIDERED. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Description: Fleet Readiness Center Aviation Support Equipment (FRCASE) is a Naval Air Systems Command (NAVAIR) whose mission is to provide agile, relevant, quality aviation Support Equipment (SE) maintenance, repair, and overhaul services to meet Naval Aviation Enterprise entitlements and the Navy�s Fleet Response Plan requirements with improved efficiency and reduced cost. FRCASE provides seamless integrated SE maintenance repair and overhaul services with a goal of reducing repair cycle time while improving the availability of Ready for Use (RFU) SE in the fleet and its supporting infrastructure. Location: The headquarters element of FRCASE is located aboard the Naval Air Station Patuxent River Solomons Annex, Solomons, MD. FRCASE Solomons provides centralized management for all fourteen (14) FRCASE locations The planned period of performance will include a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) four year ordering period contract. The Government expects to make an award on or about April 2022. Requirements for response to the sources sought: Respondents to this Sources Sought should describe their ability to support the requirements delineated in the DRAFT Performance Work Statement (PWS) attachment (3) of this sources sought. The anticipated North American Industry Classification System (NAICS) Code utilized for this acquisition is 488190. The Product Service Code (PSC) is J017. Response: Interested businesses shall provide a capability statement package in response to this sources sought electronically to COMFRC Procurement Group via email to Tara Collins, in Microsoft Word or Portable Document Format (PDF), at tara.f.collins.civ@us.navy.mil and LCDR Brij Mohan at brij.mohan.mil@us.navy.mil no later than 3:00 pm Eastern Daylight Time on Friday July 22nd, 2021. No phone or email solicitations with regard to the status of the Request for Proposal (RFP) will be accepted prior to its release. Specific details will be provided in a draft solicitation which is anticipated to be released in the second quarter of FY2022 at https://www.sam.gov/. Be advised that periodic access to the website is essential for obtaining updated documentation and the latest information regarding this procurement. All data received in response to this sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Capability statement packages should demonstrate the ability to perform the services listed in the attached PWS. This documentation must address, at a minimum, the following: 1. Title of the PWS being referenced; 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; 3. Respondents to this notice also must indicate whether they are a large business or qualify as a Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), HUBZone Small Business (HUBZone), Veteran-Owned Small Business (VOSB), or Service-Disabled Veteran Owned Small Business (SDVOSB) Concern. 4. Prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; 5. Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the locations specified; 6. Statement regarding capability to obtain the required industrial security clearances for personnel; 7. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of �Similarly Situated Entity� and changes the 50% calculation for compliance with the clause. Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. Please read the full text of the clause deviation (52.219-14 Class Deviation 2019- O0003 dated 12/3/18 at https://www.acquisition.gov/browse/index/far ). To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize �similarly situated entities� to meet the Limitations on Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the Sources Sought Notice in order to assist the Government�s capability determination. 8. What specific technical skills does your company possess which ensures capability to perform the PWS tasks? It is requested that, in the response to the Sources Sought, the company explain its capability to accomplish the work specified under the draft PWS. If the company finds itself not capable to perform all parts of the PWS, please specify which portions of the PWS it is not capable of accomplishing. If the company will be teaming or utilizing subcontracts, please include information regarding which work the subcontractor will be responsible for and how the prime will determine the subcontractor is capable of accomplishing the work. If your company has any questions about the structure of the PWS, or areas that may need further definition, please also identify those in the response. 9. The response shall provide technical information, and shall include the following as a minimum: Interested companies shall respond with existing capabilities and products that meet all or a subset of the aforementioned attributes. Please provide details similar aviation Support Equipment (SE) maintenance, repair, and overhaul services that demonstrate that the company has successfully executed and delivered those like or similar Support Equipment to its customers. If possible, a rough order of magnitude consisting of pricing estimates would be helpful for planning purposes. INDUSTRY DAY WILL BE HELD: DATE: Thursday, 15 July Industry Day TIME: 8:00 am � 11:15 pm EDT LOCATION: Center for FRC ASE, 13855 Solomons Island Rd S Solomons, Bldge 6105, MD, 20688, see map attachment (2). Industry Day is a mechanism where potential offerors can gain more insight into FRC ASE's proposed requirements. The Government will present a briefing, and an open forum will be held to address questions and answers on Thursday, 15 July. Potential offerors need not participate in the Industry Day as a prerequisite for responding to the final RFP. Due to limited conference room spacing, Contractors are limited to no more than three (3) representatives per company. SECURITY AND FACILITY ACCESS INFORMATION: If you are planning to attend the Industry Day, every company will be required to complete attachment (1) � ID Card Base Access Pass Registration, will be completed for each employee that will be in attendance for all planned days. General capabilities of quality aviation Support Equipment (SE) maintenance being sought. b. Industry concerns with sources sought and requirements briefing. c. Contract Structure recommendations. d. Other areas/information that industry may wish to discuss. 5. A list of the registered attendees will be posted on sam.gov prior to the Industry Day.
