- This is a combined synopsis/solicitation for the Tennessee National Guard � Vigilant Guard 21-1 exercise support prepared in accordance with the format in Subpart 12 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and this is the written solicitation. Solicitation number W912L7-21-Q-0523 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective 10 March 2021. This requirement is being advertised Unrestricted and the North American size standard is $12M Industry Classification System (NAICS) Code is 611430. All responsible sources may submit an offer, which will be considered by this Agency. This award is subject to the Service Contract Act, beta.SAM.gov. The location for the event is Memphis Fire Academy 4341 OK Robertson Rd. Memphis, TN 38127.� The dates are 05-08 AUG 2021. Vendors will need to submit a quote in detail of each requested event. �Quotes are due in this office no later than 09�JULY 2021, Friday @ 10:00am (CST) local central daylight time. All information and requirements are listed in the Performance Work Statement. Evaluation factors for this award are based on Technical, Price, and Past Performance and the ability to meet the requirements of the Performance Work Statement. Offeror MUST provide Tax ID and CAGE Code and DUNN�s# with quote. Offeror must be certified in www.SAM.gov. All questions will be posted for review. � THIS SOLICIATION WILL CLOSE 09 JULY 2021, Wednesday @ 10:00am (CST). See PWS and RFQ Excel attached 52.212-2 EVALUATION � COMMERCIAL ITEMS � The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Details of each event Timeline of Delivery Schedule Realistic Role Players for CERFPS training � see PWS Ability to Repair Breaches after exercise � see PWS 5.4.6.2 Adhere to OSHA safety regulations � see PWS 52.204-24 Must be filled in If Third Party � must have REP on Site at all times Price �SAM record Technical and Price, when combined, are more important than Past Performance. Price is a non-cost factor � The government will use FAPIIS / CPARS for PAST Performance evaluation(s). For those with no record please submit up to five previous contracts within the last three years with your quote;� Include Contract Number, Point of Contact, Email/Phone, and Agency. REQUIREMENTS TO RETURN WITH QUOTE Third Party requirements: Vendor will provide POC of who will be onsite during events . �Return FAR 52.204-24 Attachment with quote (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).� Not Applicable -No Options � A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
