- Special Notice: FD-2021-108 NOAA/NMFS/SEFSC The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center,� intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Texas A&M University Corpus Christi of Corpus Christi, Texas to procure the following: The focus of this requirement is to use genetics to identify and differentiate between scamp and yellowmouth grouper, if indeed they are genetically distinct species. These two species were combined into one assessment due to the misidentification of the two species so that species-specific landings could not be differentiated. The inability to characterize different life history parameters (e.g., mortality, longevity, growth, reproduction) that may exist between these two species could potentially affect the management for both of these species. It is expected that results from the genetic component of this study will clearly elucidate that scamp and yellowmouth grouper are in fact two species, and will provide information about their respective ranges and frequency in the U.S. GOM, waters of the U.S. South Atlantic, and waters of the U.S. Caribbean. A panel of diagnostic single nucleotide polymorphisms (SNP)s (100-200) will be identified as part of this project and will be useful in future studies focused on identifying relative abundance of the two species using tissue from fisheries catches and fisheries independent surveys. The study will also generate a preliminary analysis of stock structure for one or both species and will include individuals sampled throughout U.S. waters. The purchase order period of performance will be performed from September 1, 2021 to August 31, 2023.� Sample collection and processing will begin September 1, 2021 and will continue through September 30, 2022. Data analysis and final report will be completed by August 31, 2023.�� The applicable Size Standard is North American Industry Classification System (NAICS) Code 541990, with a Small Business size standard of $16.5M. The Government intends to negotiate a firm fixed price contract.� This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than July 16, 2021 at 5pm Eastern Standard Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to �Shawana.Randolph.@noaa.gov.� Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
