Description
The United States Department of Agriculture (USDA) Farm Production and Conservation - Acquisition Division intends to issue a Request for Proposals in accordance with FAR Part 36 and FAR Part 15 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the� South Grand Chenier Marsh Creation Project � ME-20, Cameron Parish, Louisiana. The project involves the creation of new emergent coastal wetland marsh using material excavated from the Gulf of Mexico.� The�marsh will be created in two cells (386 acres) where the previously existing healthy marsh has been degraded and inundated.� The dredge fill material (856,606 cubic yards) will be contained within the marsh creation cells by containment dike.� The� containment�dikes (25,445 linear feet) will be constructed from material excavated from a borrow channel within each cell. Additionally, dredged fill material will be used to nourish existing degraded marsh (18,536 cubic yards) at the southern extent of the Price Lake Unit Levee. �An optional item for the installation of articulating concrete block mats (350 linear feet) to protect the levee and shoreline at the Gulf of Mexico will be considered. The solicitation will be unrestricted, full and open competition.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management at www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, and wage determination should be posted and available from this website on or about�July 15, 2021. A bid guarantee, in the amount of 20% of the proposal, not to exceed $3 million, is required to be submitted with each proposal.� Sureties should use SF-24 Bid Bond Form. A firm fixed price construction contract is anticipated.� Performance time is 316 days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the project is more than $10,000,000.
