- The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate separate single-award sole source contracts with the following vendors: 1. Blue Cross Blue Shield of North Dakota, 4510 13TH Ave S, Fargo?, North Dakota, 58121-0002 2. Deloitte Consulting LLP, 1919 N. Lynn Street, Arlington, Virginia 22209-1742 3. Gainwell Technologies LLC, 355 Ledgelawn Dr, Conway?, Arkansas, 72034-9501 4. HLN Consulting, LLC, 9 Pemberly, Mission Viejo, California 92692 5. Optimoz, Inc, 11300 Rockville Pike Ste 803, Rockville, Maryland 20852 6. Software Partners Llc, 906 Second Street, Encinitas, California 92024-4410 7. Myriddian, LLC, 6711 Columbia Gateway DR STE 475, Columbia, Maryland 21046 This notice is provided in accordance with FAR 5.203(a). These contracts are part of a CDC initiative to achieve immunization information system (IIS) modernization requirements. Through these contracts, CDC will procure information technology services from IIS vendors for IIS vendors to operate and maintain the IIS system changes that have been made to IIS products to enable IIS connectivity to the Immunization (IZ) Gateway, a message router that provides a single connection point to all participating IIS. These contracts will also provide for� enhancing IIS products to support reporting (external to the IZ Gateway) routine vaccination data to CDC and automating the reporting (external to the IZ Gateway) COVID-19 vaccination data to CDC. Further, these contracts will involve enhancing IIS products to connect to new IZ Gateway functionality including, but not limited to, the multi-jurisdictional query function and data submission to CDC via the IZ Gateway. The authority permitting other than full and open competition is FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" These vendors provide IIS operations and maintenance support to the jurisdictions they serve. It would be disruptive and inefficient to have two IIS vendors or system integrators providing the same type of operations, maintenance and enhancement services to a single IIS. To use two vendors would cause a duplication of costs and would violate software development best practices. Therefore the software and system changes contemplated in this requirement can only be performed by the vendor currently providing operations and maintenance support to a particular IIS. All responsible sources my submit a capability statement, proposal, or quotation to Joshua Houston, Contract Specialist, at pkf5@cdc.gov, which shall be considered by the agency. The deadline for submissions is July 15, 2021, at 4:30pm Eastern time. The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
