Description
Pursuant to FAR Subpart 5.2 - Synopses of Proposed Contract Actions, the Department of Health and Human Services (HHS)/Centers for Medicare and Medicaid Services (CMS) hereby gives notice of a proposed sole-source procurement for the program entitled, �MediSpan Licenses.� This opportunity will be tracked as Advance Procurement Plan (APP) #210932; a solicitation number will be assigned when the formal solicitation is released. CMS intends to award a sole-source contract to provide the full scope of the MediSpan Licenses services that CMS requires to UpToDate a subsidiary of Wolters Kluwer, Health. These licenses were previously purchased from Wolters Kluwer Clinical Drug Information, Inc. located at, 1100 Terex Road Hudson, OH 44236. �This acquisition will be conducted using non-competitive procedures under the authority of 41 U.S.C. 253 (c)(1) and FAR Subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. CMS uses the WoltersKluwer drug information database for claims validation and other legislative functions such as quality monitoring, program integrity and oversight within the scope of the Medicare Part D Drug Benefit Program. This acquisition will be conducted under other than full and open competition in accordance with the authority of 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulation (FAR) 6.302. The data files must be able to be uploaded and usable by the CMS Integrated Data Repository (IDR). This announcement is not a Request for Proposal (RFP). CMS expects to release a formal RFP at the end of July 2021 and to make a single contract award around September 2021. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. All statements of interest and capability must be submitted in writing (via e-mail) to the Contracting Officer and Contract Specialist no later than 4:00pm E.S.T. on Friday, July 09, 2021. �Telephone and fax inquiries will not be accepted. �The Government is not obligated or committed to award any contract as a result of this notice.
