N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204, Disclosure of Magnitude of Construction Project, the magnitude of this project is (B) between $250,000 and $500,000. The period of performance - The single contract will be awarded and will include a period of performance from 1 September 2021 through 29 April 2022. There will be additional items included as options, subject to the availability of funding. In compliance with FAR 22.1002-1, Service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates. Under 41 U.S.C.6707(d), service contracts may not exceed 5 years. The solicitation subsequent to this announcement may be canceled at any time.. Project Description The C&O Canal The C&O Canal National Historical Park (CHOH) occupies the Maryland bank of the Potomac River from Cumberland, MD to Washington, DC. The park spans over 184 linear miles and contains the historical infrastructure of the C&O Canal. The primary feature of the park is the towpath, an earthen path used by mules in the 19th and early 20th century to draw boats up and down the entire length of the canal. Today the towpath exists as a recreational and commuter thoroughfare for pedestrian and cyclist traffic with intermittent improved and unimproved camp sites and historical landscape features such as locks, culverts, waste weirs, and lockhouses. Because the towpath transits areas dominated by lowland riparian forests containing an estimated 6.5 million trees, the necessity for robust and continual hazard tree management is necessary to maintain public safety in accordance with NPS REF MAN 77 while ensuring sustained trafficability. This presents challenges for National Park Service staff given the vastness of the park, the constricted access and trafficability of the towpath, dangerous working environment, and the high throughput rates of cyclists, pedestrians, and campers. The C&O Canal National Historical Park (CHOH) is soliciting arboreal services to perform hazard tree mitigation in targeted areas of the park. The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination and equipment incidental to and necessary to execute safe full spectrum tree management operations and woody debris removal in and around the towpath, trails, and main areas contained within Montgomery County, MD., Frederick, and Washington counties, Maryland. 1. BASE TASK 1: Perform linear right-of-way tree risk mitigation from milepost 61.57 to milepost 72.80 in accordance with Enclosure 1. 2. OPTION 1: Perform trail tree risk mitigation along the Billy Goat A (GTA) trail in accordance with Enclosure 2. 3. OPTION 2: Perform trail tree risk mitigation Along the Billy Goat C trail (BGC) in accordance with Enclosure 2. 4. OPTION 3: Perform trail tree risk mitigation along the Gold Mine Loop trail (GM) (in Accordance with Enclosure 2. 5. OPTION 4: Perform linear right-of-way tree risk mitigation from milepost 173.4 � 178.4 in accordance with Enclosure 1. 6. OPTION 5: Perform Tree Risk Mitigation pruning in around the Great Falls Tavern Complex parking lot and entrance road in accordance with Enclosure 3. 7. OPTION 6: Perform trail tree risk mitigation Along the Olmstead Island (OIT) trail in Accordance with Enclosure 2. 8. OPTION 7: Perform linear tree risk mitigation actions along 4,440 linear feet of towpath, from Maple Road to the towpath gate downstream of the Brunswick Riverside Park / Family Campground. 17) Set-aside Status. The requirement is 100% set-aside for small business. The applicable NAICS is 561730 and the business size standard is $8 M size standard.
