- Description
- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (in accordance with FAR 13.106-1(b) (1) (i) - soliciting from a single source). The proposed source is Satisloh North America, Inc., N106 W13131 Bradley Way, Suite 200, Germantown, WI 53022. The requirement is for a replacement part required for the repair of a VFT Orbit Ophthalmic Lens Generator, manufactured by Satisloh North America, Inc., located at the Naval Ophthalmic Support and Training Activity (NOSTRA). This acquisition is for one (1) Handling Unit (Part# 02-056-833) for NOSTRA; this requirement is for a replacement part only. The Handling Unit shall be compatible with the VFT Orbit Ophthalmic Lens Generator (Model #0100157) manufactured by Satisloh North America, Inc. The part shall be new; a used or refurbished par will not be accepted. NOSTRA has 5 Robotic Orbit Robotic Generators that operate in the Surfacing section of the lab and one of these machines is down. The Handling Unit is inoperative on one (1) of the generators and needs to be replaced so that production and mission can be accomplished. With only 4 machines on-line, production capability is reduced by 20%. This is limiting NOSTRA's ability to maintain readiness jobs for military personnel. The procurement of this vital part is necessary to bring the Robotic Orbit Generator back on line as soon as possible and bring production numbers back up to needed levels. Required production levels cannot be maintained with only 4 Robotic Orbit Generators on-line. It is negatively affecting NOSTRA's ability to provide the necessary eyewear and Combat Eye Protection that military forces are required to have, per current mandated government regulations. This notice of intent is not a request for quotes and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to submit a product meeting the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Closing date for challenges is no later than 1400 Eastern time on 8 July 2021. No phone calls will be accepted.
